State Communal Institution "Department for Child Rights Protection of the Akimat of Kostanay Region

The Municipal State Institution "Department for the Protection of Children's Rights of the Akimat of Kostanay Region" (hereinafter referred to as the Department) is a state body of the Republic of Kazakhstan that provides leadership in shaping moral priorities and spiritual values ​​within society and establishing an effective coordination system for the protection of children's rights in the Kostanay region.

The Department carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, and other regulatory legal acts.

Objectives of the Directorate:

1) implementation of the state function regarding guardianship and trusteeship for minors;

2) implementation of state policy on the protection of children's rights;

3) ensuring the protection of children's rights and legitimate interests and preventing discrimination against them;

4) strengthening fundamental guarantees of children's rights and legitimate interests, as well as restoring their rights in cases of violation.

Powers of the Directorate:

1) rights:

to submit requests within the scope of its competence and obtain necessary information, documents, and other materials from state bodies, officials, and other organizations for the performance of its functions;

to interact with other state administration bodies, public self-government bodies, and other organizations regarding the improvement of management efficiency within the relevant territory;

to exercise other rights in accordance with applicable legislation;

2) duties:

compliance with the legislation of the Republic of Kazakhstan;

high-quality and timely execution of acts and instructions issued by the President, the Government, and other central executive bodies, as well as by the Akim and Akimat of the region.

Management functions:

1) implementation of state policy regarding the protection of children's rights within the Kostanay region;

2) exercise of state functions concerning guardianship and trusteeship for minors;

3) coordination of state services in the sphere of family and children;

4) provision of informational, consultative, and methodological support to non-governmental organizations implementing state social contracts in the sphere of child rights protection;

5) coordination and monitoring of the activities of district and city education departments within the region regarding issues of child labor, the protection of children's rights, and the meeting of children's needs; interaction with relevant state bodies to combat child neglect and homelessness and to prevent social orphanhood; and coordination of activities and organization of cooperation among state bodies and organizations regarding guardianship and custodianship of minors;

6) cooperation with the Commissioner for Human Rights, the Commissioner for Children's Rights, and their regional representatives, the Committee for the Protection of Children's Rights of the Ministry of Education of the Republic of Kazakhstan, non-governmental organizations, and territorial bodies of the Committee for Quality Assurance in the Sphere of Education of the Ministry of Education of the Republic of Kazakhstan regarding the protection of the rights and legitimate interests of children.
