Department of Nuclear and Radiation Safety Regulation

Department of Nuclear and Radiation Safety Regulation (hereinafter referred to as the Department) is a structural unit of the Atomic Supervision and Control Committee of the Atomic Energy Agency of the Republic of Kazakhstan. (hereinafter referred to as the Committee).

Objective: implementation of the state policy in the field of use of atomic energy.

In order to achieve the specified objective, the Department performs the following functions:

carries out regulatory, implementation and control and supervisory functions and participate in the implementation of strategic functions of the central executive body within the competence;

approve regulatory legal acts on issues within the agency's competence, and if there is a direct competence to approve them in acts of ministries, with the exception of regulatory legal acts affecting the rights and freedoms of individuals and citizens;

carry out international cooperation within their competence;

prepare proposals for improving the legislation of the Republic of Kazakhstan in the field of nuclear energy use;

carry out state control and supervision in the field of nuclear energy use.

approves the designs of transport packaging kits, and extends the validity of the certificates and permits approved by the authorized bodies of other countries to the territory of the Republic of Kazakhstan;

develops and approves methodological recommendations for individuals and legal entities engaged in the use of nuclear energy regarding the methods and means of confirming the compliance of the object of nuclear energy use with the requirements of nuclear and radiation safety established by the legislation of the Republic of Kazakhstan in the field of nuclear energy use;

conducts accreditation of organizations conducting nuclear safety and (or) radiation safety and (or) nuclear physical security examinations;

maintains a register of accredited organizations conducting nuclear safety and (or) radiation safety and (or) nuclear physical security examinations;

It reviews draft documents on standardization within its competence, as well as prepares proposals for the development, modification, revision, and cancellation of national and interstate standards, national classifiers of technical and economic information, and recommendations on standardization for submission to the authorized body in the field of standardization.
