Department for Control of Electric and Heat Generating Stations of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan

The Department for Control of Electric and Heat Generating Stations (hereinafter referred to as the Department) is a structural subdivision of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan (hereinafter referred to as the Committee).

Task: implementation of the state policy in the field of electric power industry.

In order to implement this task, the Management performs the following functions:

ensures the implementation of the state policy in the field of electric power industry within its competence;

develops regulatory legal acts in the field of electric power industry within its competence;

develops subordinate regulatory legal acts defining the procedure for the provision of public services;

carries out state control over compliance by the system operator with the requirements provided for in paragraph 2 of Article 15-2 of the Law of the Republic of Kazakhstan "On Electric Power Industry";

they carry out state energy control over:

compliance with the regulatory legal acts of the Republic of Kazakhstan in the field of electric power industry within its competence;

rational and economical use, optimization of production modes, transmission, consumption of electric energy;

the readiness of electric stations and electric networks to work in the autumn-winter period;

monitors the operation and technical condition of power equipment, power plants, as well as electrical installations of consumers;

monitors the reliability and safety of electric energy production;

participates in commissions to investigate major technological violations in the operation of power plants, which led to the division of the unified energy system of Kazakhstan into several parts, massive restriction of consumers on electric energy, damage to large power equipment;

prepares proposals for improving the legislation of the Republic of Kazakhstan in the field of electric power industry;

reviews materials for issuing a readiness passport without comments or with comments, if necessary, additional explanations, materials and justifications to the documents submitted for obtaining a readiness passport, the volume of which meets the requirements established by the legislation of the Republic of Kazakhstan on electric power industry, and also refuses to issue a readiness passport in case of inconsistency in the volume, content of the submitted documents confirming compliance conditions and requirements established by the legislation of the Republic of Kazakhstan on electric power industry, to obtain a readiness passport.
