Department for Control of Electric Networks and Electric Installations of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan

The Department for Control of Electrical Networks and Installations (hereinafter referred to as the Department) is a structural subdivision of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan (hereinafter referred to as the Committee).

The main tasks of the Department include the implementation of state policy in the field of electric power industry, within the competence.

In order to implement this task, the Department performs regulatory, implementation and control functions and participates in the implementation of strategic functions of the central executive body within the competence;

develops normative legal acts on issues within the competence of the department, and if there is direct competence to develop them in the acts of ministries, with the exception of normative legal acts affecting human and civil rights and freedoms, develops subordinate normative legal acts defining the procedure for the provision of public services;

reviews draft documents on standardization within its competence, as well as prepares proposals for the development, modification, revision and cancellation of national, interstate standards, national classifiers of technical and economic information and recommendations on standardization for submission to the authorized body in the field of standardization, within its competence;

exercises control over the activities of individuals and legal entities within the competence;

monitors the operation and technical condition of power equipment, electrical networks, as well as electrical installations of consumers, monitors the reliability and safety of transmission, supply and consumption of electric energy;

carries out state energy control over:

- compliance by electric grid organizations and consumers with regulatory legal acts of the Republic of Kazakhstan in the field of electric power industry within their competence;

- rational and economical use, transmission, consumption of electric energy;
- the readiness of electric networks to work in the autumn-winter period;
- performs control and supervisory functions over the activities of local executive bodies on issues related to the authority of the department, monitors the connection of facilities for the use of renewable energy sources to the electric networks of energy transmission organizations in accordance with the legislation of the Republic of Kazakhstan on electric power industry;
- participates in the work of commissions of electric power enterprises to assess the readiness of facilities and equipment for operation in the autumn-winter period;
- prepares proposals for improving the legislation of the Republic of Kazakhstan in the field of electric power industry;
- keeps records of technological violations in the operation of electric networks that led to the shutdown of main equipment, fires, explosions, the division of the unified electric power system of the Republic of Kazakhstan into several parts, mass restriction of consumers of electric energy, participates in commissions to investigate major technological violations in the operation of electric networks of energy transmission organizations that led to the division of the unified energy system of Kazakhstan into several parts, mass restriction of consumers on electric energy, damage to large power equipment;
- involves experts in conducting inspections of power equipment, comprehensive inspections of energy organizations and investigating technological violations in the operation of power equipment of power plants, electric networks;
- makes proposals to the owners of organizations on bringing to disciplinary responsibility persons guilty of allowing accidents, accidents and other gross violations of technical requirements of regulatory legal acts in the field of electric power industry, or sends materials to the relevant state bodies on bringing to administrative or criminal responsibility in accordance with the laws of the Republic of Kazakhstan persons guilty of violating the legislation of the Republic of Kazakhstan about the electric power industry;
- ensures, within its competence, compliance with laws and other regulatory legal acts of the Republic of Kazakhstan in the field of national security, protection of state secrets, civil protection, mobilization training and mobilization;
- issues a readiness passport without comments or with comments, if necessary, additional explanations, materials and justifications to the documents submitted for obtaining a readiness passport, the volume of which meets the requirements established by the legislation of the Republic of Kazakhstan on electric power industry, and also refuses to issue a readiness passport in case of inconsistency in the volume, content of the submitted documents confirming the fulfillment of conditions and requirements established by the legislation of the Republic of Kazakhstan on electric power industry, to obtain a readiness passport;
- sends information to the state body in charge of the relevant areas of natural monopolies on the inconsistency of the activities of a natural monopoly entity providing a service for the transmission of electric energy with the requirements of paragraph 6 of Article 13-1 of the Law of the Republic of Kazakhstan "On Electric Power Industry".
