Task: to perform regulatory, implementation and control and supervisory functions, as well as participation in the implementation of strategic functions in the field of plant quarantine.

Functions:

1) implements the state policy in the field of plant quarantine;

2) within its competence participates in the consideration of the draft law in the Chambers of the Parliament of the Republic of Kazakhstan;

3) represents the Management and the Committee (on behalf of the management) in state bodies and public organizations of the Republic of Kazakhstan on issues within its competence;

4) distributes pesticides purchased at the expense of budgetary funds on the territory of the Republic of Kazakhstan for carrying out plant quarantine measures;

5) participates in public procurement;

6) collects and analyzes information (reports) on the progress of measures to survey the territory of the Republic of Kazakhstan to identify the centers of the spread of quarantine objects, to localize and eliminate the centers of the spread of quarantine objects, on the imposition of quarantine zones, on the inspection of quarantined products, on public services provided, issued prescriptions and others;

7) carries out public procurement of pesticides, works and services for their storage, transportation, use for plant quarantine measures in accordance with the procedure established by the legislation of the Republic of Kazakhstan on public procurement, distributes pesticides purchased at the expense of budgetary funds on the territory of the Republic of Kazakhstan and creates a stock of pesticides for plant quarantine measures, including in quarantine zones;

8) collects and analyzes information (reports) in the field of plant quarantine;

9) creates a database on the availability and distribution of quarantine facilities in the Republic of Kazakhstan and other states, measures and measures to combat them, places information on the official Internet resource and provides it to interested parties upon request;
