Department of Licensing and Personnel Qualification

The Department of Licensing and Personnel Qualification (hereinafter referred to as the Department) is a structural unit of the Atomic Supervision and Control Committee of the Atomic Energy Agency of the Republic of Kazakhstan. (hereinafter referred to as the Committee).

The Department has the following functions:

carries out licensing in the field of nuclear energy use in part:verification of the documents for the issuance of a license and (or) the appendix to the license for their completeness, correctness of filling out the application and payment of the license fee for activities in the field of nuclear energy use;

consideration of the application for the issuance of licenses for the type of activity "Special training of personnel responsible for ensuring nuclear and radiation safety" with the preparation of a conclusion on the compliance or non-compliance of applicants with the requirements imposed by the legislation of the Republic of Kazakhstan for this type of activity;consideration of the application for a license and (or) an appendix to the license for the type of activity "Provision of services in the field of atomic energy use" with the preparation of an opinion on the compliance or non-compliance of applicants with the requirements imposed by the legislation of the Republic of Kazakhstan for this type of activity;consideration (analysis) of protocols for monitoring operational parameters (quality control) issued for medical X-ray machines according to the requirements for the type of activity "Handling devices and installations generating ionizing radiation";making a decision on the issuance/reissue of a license and (or) an appendix to the license or a reasoned refusal to issue a license and (or) an appendix to the license;

licensing procedures in terms of:organizes personnel certification in accordance with the legislation of the Republic of Kazakhstan in the field of nuclear energy use;carries out permissive control;maintains the state electronic register of permits in the field of nuclear energy use;maintains the state system of permits and notifications in accordance with its rules of operation;carries out the development and, if necessary, coordination with other authorized state bodies of regulatory legal acts in the field of permits and provision of public services;issues explanations on the applications of individuals and legal entities on the need or lack of need for them to obtain permits to carry out specific types of activities or actions (operations);publishes information on the issued permits, conditions for issuing permits in Kazakh and Russian on the web portal of the "electronic government" and on the Internet resource of the Committee, with the exception of information containing state secrets and other legally protected secrets;provides information on public services in the field of nuclear energy use in accordance with the legislation of the Republic of Kazakhstan on public services and permits and notifications;carries out state control in the field of nuclear energy use;monitors compliance with radiation safety standards and regulations, license conditions;
