Division of Control Materials and International Safeguards

The Division of Control Materials and International Safeguards (hereinafter referred to as the Division) is a structural unit of the Atomic Supervision and Control Committee of the Atomic Energy Agency of the Republic of Kazakhstan (hereinafter referred to as the Committee).

Task: implementation of the state policy in the field of atomic energy use.

In order to achieve this task, the Division performs the following functions:

ensures the implementation of the state policy in the field of control of nuclear materials and ionizing radiation sources;

performs regulatory, implementation, control and supervisory functions and participates in the performance of strategic functions of the central executive body within its competence;

carries out international cooperation in the field of accounting and control of nuclear materials and ionizing radiation sources, ensuring the safeguards of the International Atomic Energy Agency in the Republic of Kazakhstan;

organizes cooperation within its competence with the Ministry of Foreign Affairs of the Republic of Kazakhstan, as well as other government agencies and non-governmental organizations of the Republic of Kazakhstan on issues of bilateral and multilateral cooperation in the field of atomic energy use;

provides to the International Atomic Energy Agency the information contained in the database on nuclear materials and uranium products, in accordance with the international obligations of the Republic of Kazakhstan;

carries out state control and supervision in the field of atomic energy use;

carries out an analysis of the service recipient's compliance with the qualification requirements in the field of atomic energy use with the provision of an opinion based on the results of their consideration;

carries out control of specific goods in the field of atomic energy use;

maintains state records of nuclear materials;

maintains state records of ionizing radiation sources;

approves the issuance of a license by the authorized state body responsible for state regulation in the field of control of specific goods for the export and import of nuclear and special non-nuclear materials, equipment, installations, technologies, ionizing radiation sources, equipment and related goods, and dual-use (destination) technologies, works, and services related to their production;

decides on the state registration or de-registration of nuclear materials and ionizing radiation sources;

analyzes and reconciles the information received on the presence, location and movement of ionizing radiation sources and enters it into the register of ionizing radiation sources;

carries out a reconciliation of the data provided by individuals and legal entities on the availability, movement and location of uranium products and nuclear materials, in preliminary notifications, notifications and reports, with previous data;

verifies the information provided by individuals and legal entities in advance notifications, notices and reports on the availability, movement and location of uranium products and nuclear materials, registration data of an individual or legal entity, availability of a license for the relevant type of activity in the field of atomic energy use, availability of an export or import license;

prepares proposals for improving the legislation of the Republic of Kazakhstan in the field of atomic energy use;

develops rules for state accounting of nuclear materials;

develops rules for state registration of ionizing radiation sources;

develops the procedure for organizing inspections of the International Atomic Energy Agency in the territory of the Republic of Kazakhstan;

carries out proceedings on cases of administrative offenses within the competence established by the laws of the Republic of Kazakhstan;

ensures, within its competence, compliance with laws and other regulatory legal acts of the Republic of Kazakhstan in the field of national security, protection of state secrets, civil protection, mobilization training and mobilization;

conducts legal monitoring of regulatory legal acts developed and/or adopted by the Committee (including previously adopted acts, the implementation of which is carried out by the Committee within the competence of the Division);

participates in the development and implementation of strategic and program documents, proposals to the Strategic and Operational Plans of the Agency of the Republic of Kazakhstan for Atomic Energy within the scope of its competence.;

carries out high-quality and timely preparation of draft acts and responses to the instructions of the President of the Republic of Kazakhstan, the Secretary of State, and the leadership of the Presidential Administration of the Republic of Kazakhstan on the issues under their supervision;

interacts with the Administration of the President of the Republic of Kazakhstan and the Office of the Government of the Republic of Kazakhstan in accordance with the functions specified in the Decree of the President of the Republic of Kazakhstan dated April 27, 2010 No. 976;

exercise other powers provided for by the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan and orders of the Chairman of the Atomic Energy Agency of the Republic of Kazakhstan.
