Nuclear Physical Security Department

The Nuclear Physical Security Department (hereinafter referred to as the Department) is a structural unit of the Atomic Supervision and Control Committee of the Atomic Energy Agency of the Republic of Kazakhstan. (hereinafter referred to as the Committee). The Department performs the following functions: ensures the implementation of the state policy within its competence; performs regulatory, implementation, and supervisory functions and participates in the implementation of the strategic functions of the central executive body within its competence; reviews and approves amendments to the nuclear security plan; reviews the report of the operating organization on the reasons for non-compliance or refusal, its circumstances and consequences, as well as the corrective measures taken or to be taken in case of non-compliance with the requirements of Order No. 40 of the Minister of Energy of the Republic of Kazakhstan dated February 8, 2016, "On Approval of the Rules for the Physical Protection of Nuclear Materials and Nuclear Installations"; considers the operating organization's report on the causes of the event, its circumstances and consequences, as well as the corrective measures taken or to be taken in the event of an attempt or actual unauthorized access, unauthorized removal or sabotage; receives information from the operating organization on the state of physical protection of sources of ionizing radiation and storage facilities; agrees with the local project threat plan provided by the operating organization; develops rules for the physical protection of nuclear materials and nuclear facilities; develops rules for the physical protection of sources of ionizing radiation and storage facilities; analyzes the compliance of the service recipient with the qualification requirements in the field of nuclear energy use with the provision of an opinion based on the results of their consideration; carry out proceedings on cases of administrative offenses within the competence established by the laws of the Republic of Kazakhstan; carry out international cooperation within their competence; ensures compliance with the laws and other regulatory legal acts of the Republic of Kazakhstan in the field of national security, protection of state secrets, civil protection, mobilization training, and mobilization within its competence.
