Implementation of state monitoring of property in economic sectors of strategic importance in accordance with the Law of the Republic of Kazakhstan "On State Monitoring of Property in Economic Sectors of Strategic Importance"; Approval of the plan and program for conducting state property monitoring; Tracking objects of monitoring by key production, technical, technological, financial, economic, legal and other parameters; Analysis of information on the subject of state property monitoring in order to identify factors that have an adverse impact on the socio-economic development of regions and the republic as a whole; If necessary, jointly with central executive bodies and persons who own or manage the objects of monitoring, development of measures aimed at improving the economic efficiency of enterprises; Submission, at least once every three years, of proposals to the Government of the Republic of Kazakhstan on amending and (or) supplementing the list of objects of economic sectors of strategic importance in relation to which state property monitoring is carried out, based on the recommendations of interested central and local executive bodies; Organization of systematic surveys of monitoring objects, collecting and analyzing information on the subject of state property monitoring; Maintaining an electronic database of state property monitoring and ensuring access thereto for state bodies; Providing republican property for trust management to individuals and non-state legal entities without the right of subsequent redemption, with the right of subsequent redemption; Maintaining a register of concluded concession agreements for concession objects related to the republican state property; Coordinating proposals for objects related to the republican state property and provided for in subparagraph 1) of paragraph 2 of Article 16 of the Law of the Republic of Kazakhstan "On Concessions", submitted by authorized state bodies of the relevant industry for inclusion in the list; Monitoring the execution of concession agreements for concession objects in republican ownership, within the limits of its competence; Coordinating concession projects in cases stipulated by the budget legislation of the Republic of Kazakhstan; Accepting objects created (constructed) on the basis of concession agreements into republican ownership; Monitoring compliance with the terms of sale and purchase agreements; organizing events to monitor the implementation of rehabilitation (recovery) plans for participants in the Post-Crisis Recovery (Recovery of Competitive Enterprises) Program, approved by Resolution of the Government of the Republic of Kazakhstan dated March 4, 2011 No. 225; engaging, in accordance with the legislation of the Republic of Kazakhstan, independent experts and consultants to conduct work on surveying monitoring objects, collecting and analyzing information on the subject of state property monitoring, developing proposals and recommendations, assessing the fulfillment of obligations under contracts for the sale and purchase of republican state property related to sectors of the economy of strategic importance, and trust management agreements, as well as maintaining an electronic database of state property monitoring; developing regulatory legal acts on issues within the competence of the Committee, with the exception of regulatory legal acts affecting the rights and freedoms of man and citizen; implementing other functions provided for by the legislation of the Republic of Kazakhstan.
