Implementation of the state policy in the sphere of housing and communal services,transport and communications in the district, control over the targeted use of budget funds intended for the design, construction of roads and communications;organizes and conducts tenders for the purchase of works on repair, construction and maintenance of roads; within its competence, organizes passenger transport and controls the quality of passenger service;

5) prepare materials in accordance with the established legal procedure for subsidizing passenger transportation carried out by public transport;

6) Submit for approval to the local Executive body proposals for route networks of regular intercity intra - district and connecting localities of the district with the regional center-automobile transportation of passengers and Luggage;

7) within its competence, it organizes passenger transport and controls the quality of passenger service;

8) coordinates the activities of public utilities, the state management body of which is the local Executive body;

9) Organization and control of construction, reconstruction, operation and maintenance of boiler facilities and engineering networks, communications located on the territory of the district. Organization and control of works on lighting, landscaping, gardening and sanitary cleaning of localities in the district.
