Licensing of the service for providing warehouse services by issuing grain receipts;
in accordance with the approved schedule of grain receiving enterprises: - annual research and control of grain receiving enterprises in terms of readiness to receive grain of the new crop;
filling out the research documents, which include formalizing the inspection of grain receiving enterprises;
optimization of the structure of grain production, improvement and implementation of new advanced technologies of grain production, storage and marketing, taking into account the natural and climatic conditions and the market situation;
To suspend the use of the license for the right to provide warehouse services by issuing grain receipts in the manner provided by the legislation of the Republic of Kazakhstan on administrative offenses for a period of up to six months and to revoke the license;
conducting quantitative and qualitative accounting of grain in accordance with the "Entrepreneurial Code of the Republic of Kazakhstan" of grain receiving enterprises;
grain storage; control of compliance with the principles of issuing grain receipts, their circulation and payment;
Issuing instructions on violations of the grain legislation of the Republic of Kazakhstan and preparing for consideration of administrative offense cases in accordance with the legislation on administrative offenses of the Republic of Kazakhstan;
monitoring the grain market within the administrative-territorial unit;
state control of grain safety and quality;
Prohibition of loading and sending grain from the grain receiving enterprise by any type of transport when there are grounds provided for in paragraph 2 of Article 28 of the Law "On Grain";
inspection (inspection) of the activities of grain receiving enterprises in terms of compliance with the requirements for ensuring the preservation of grain and carrying out quantitative and qualitative accounting of grain according to the data of the register of grain receipts;
checking the real presence and quality of grain of grain market participants and its compliance with the reported data;
monitoring the quantitative and qualitative condition of grain;
making recommendations on the introduction of temporary management of the grain receiving enterprise;
send a notification to the holders of grain receipts to submit nominations for inclusion in the commission for the temporary management of the grain receiving enterprise;
filing an application to the court on the introduction of temporary management and early termination of the grain receiving enterprise;
performs state control over compliance with the legislation on insurance in crop production of the Republic of Kazakhstan;
supervises the activity of the agent, the company, their compliance with the legislation on compulsory insurance in crop production of the Republic of Kazakhstan;
prepares cases for consideration of the insured's evasion of mandatory insurance contracts and non-observance of the society's requirements of the mutual insurance legislation of the Republic of Kazakhstan and the law "On compulsory insurance in crop production"; requests and receives the necessary information and documents from the insured, the insurer, the agent and the public for the implementation of control functions;
establishes the form and terms of submission of information and documents by the insured, insurer, agent and society necessary for the implementation of control functions;
consideration of cases on the insured's evasion of mandatory insurance contracts and non-observance of the society's requirements of the legislation of the Republic of Kazakhstan on mutual insurance and this Law;
draws up protocols on administrative offenses and applies administrative penalties in accordance with the legislation of the Republic of Kazakhstan on administrative offenses;
monitoring of seed resources in the relevant territory;
certifies the subjects of seed production and the laboratories for the examination of seed quality, providing them with appropriate certificates in the manner determined by the authorized body;
maintains the state electronic register of permits and notifications;
creating a seed balance for the region;
providing the necessary information in the field of seed production of agricultural crops to the authorized body in the field of agriculture;
within the limits of their competence, to support the formation of reserve and variable stocks of seeds by producers of agricultural products;
introduction of schemes and methods of primary, elite seed breeding and mass reproduction of agricultural crop seeds;
providing a discount on the cost of the first, second and third reproduction seeds sold to the producers of domestic agricultural goods;
implementation of state control in the field of seed production;
carrying out varietal and seed control, carrying out inspection of varietal fields, evaluation of planting on the ground, laboratory varietal tests, implementation of control of the procedure for carrying out examination of seed quality;
establishes the maximum price for the sale of subsidized seeds within the quotas determined in accordance with subsection 12) of Article 6-1 of the Law of the Republic of Kazakhstan "On Seed Production";
