Department of Land Relations of the Department of Agriculture and Land Relations of the Kostanay Region

The following are the responsibilities of the authorized regional body:

1) preparing proposals and draft decisions of the local executive body of the region on the allocation of land plots for subsoil use purposes (for mining operations; for combined exploration and production; for the construction and/or operation of underground structures not related to exploration and/or production), the construction (reconstruction) of trunk pipelines, oil and gas processing facilities, renewable energy facilities, industrial and innovation projects of industrial and innovation entities, the implementation of priority investment projects in accordance with the Entrepreneurial Code of the Republic of Kazakhstan, the creation and expansion of specially protected natural areas of local significance, as well as the compulsory alienation of land plots for state needs upon the discovery and development of mineral deposits, for the construction (reconstruction) of trunk pipelines, and the creation and expansion of specially protected natural areas of local significance;

1-1) implementing state policy in the field of land relations regulation;

2) Preparing proposals and draft decisions of the local executive body of the region on the allocation of land plots to state-owned research organizations and their experimental farms, as well as state-owned seed farms and breeding farms;

2-1) Preparing proposals and draft decisions of the local executive body of the region on the allocation of land plots occupied by territorial waters for the construction of artificial structures;

2-2) Preparing proposals and draft decisions of the local executive body of the region on the allocation and withdrawal of land plots for defense and national security needs;

3) Preparing proposals for land reservation;

4) Determining the divisibility and indivisibility of land plots within its competence;

5) Organizing land management and approving land management projects for the formation of land plots;

6) Organizing the development of land zoning projects, projects, and schemes for the rational use of regional lands;

7) Organizing land auctions (auctions) within its competence;

8) Conducting expert reviews of projects and plans of regional, city, and district significance affecting land use and protection;

9) Concluding land purchase and sale agreements, lease agreements, and temporary free land use agreements within its competence, and monitoring compliance with the terms of these agreements;

10) Compiling a regional land balance sheet based on data from districts and cities of regional significance;

11) Preparing proposals for the issuance of permits by the local executive body of the region for the use of land for survey work;

12) Preparing proposals for the conversion of agricultural land from one type to another;

13) Approving the land cadastral plan.
