Department of Employment and Social Assistance of the population

To perform these tasks, the Department is assigned the following functions:
1) implementation of methodological guidance in the work of the departments of employment and social programs of Aktobe city and districts and the KSU "Center for Labor Mobility of Aktobe region" on sustainable and productive employment, on the timely provision of social benefits:
- monitoring job creation through the development of entrepreneurship;
- coordination of employment assistance through training and relocation within the framework of the needs of the employer;
2) participation in the development of a strategic plan and plans for the socio-economic development of the region;
3) participation in the development of other programs and action plans aimed at increasing the level of employment of the region's population, monitoring the use of progressive forms of employment in other regions of the republic, introducing positive experience into the activities of employment departments and social programs and employment centers;
4) monitoring the employment of the unemployed, self-employed, low-income, and promoting their employment;
5) formation of vocational training plans for the unemployed and organization of their implementation;
6) monitoring the implementation of regional and republican Action Plans for the implementation of sectoral and state programs;
7) organization of the work of the Regional Commission on Employment and Social Assistance to the poor;
8) coordination of work on the creation of special jobs for people with disabilities;
9) organization of the work of the regional headquarters for managing labor flows, monitoring organizations with risks of job release and reduction;
10)monitoring the state of the labor market in the region, the formation of a promising need for qualified personnel;
11) coordination of work on monitoring job creation by local executive bodies responsible for the implementation of state, sectoral programs;
12) monitoring the implementation of targeted transfers from the funds of the republican and local budgets;
13) implementation of work to achieve direct and final results of the target indicators of the Aktobe Region Development Program;
14) preparation and placement of information and explanatory, propaganda materials in the mass media, printed publications for distribution in the territory of the Aktobe region, which focus on explaining the state policy in the field of promoting productive employment and providing social assistance;
15) participation in the development of draft normative documents on the provision of social assistance aimed at improving the standard of living of the population and the effectiveness of social protection of the population;
16) Coordination and analysis of the Rules for providing social assistance, setting the size and determining the list of certain categories of citizens in need;
17) Providing recommendations on the list of categories of recipients, the maximum amount of social assistance, the timing of applying for social assistance in case of a difficult life situation due to a natural disaster or fire;
18) In order to increase the targeting of social assistance, it develops regulations on precinct commissions, submits them to the regional akimat for approval with the consent of the regional maslikhat;
19) Monitoring the timeliness of social assistance provided by districts and the city for holidays and memorable dates, reporting to the Ministry of Labor and Social Protection of the Population, agreeing on a single amount of social assistance in the region;
20) assistance in overcoming dependent life attitudes, career guidance and employment of members of low-income families and families in difficult life situations;
21) ensuring the implementation of the Regional Development Plan within the competence of the Department of Target indicators
22) implementation in pilot mode in the field of AIS "Digital family map", analysis of maintenance, formation and processing of AIS data;
23) consideration of complaints and applications within the competence of the department.
24) interaction with the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, other sectoral ministries, regional departments, departments, committees, state and non-governmental institutions, subordinate management institutions, non-governmental organizations and other legal entities on issues related to the competence of the department.
25) implementation of work in the information base "Unified electronic archive of documents;
26) preparation and submission of various kinds of information, analytical, reporting and other materials to higher republican and local authorities on all issues within the competence of the department within the established time frame.
