Special and inclusive education

In the field, provision of inclusive education for children with special educational needs in educational institutions is carried out on the basis of the Law of the Republic of Kazakhstan No. 343 of 11.07.2002. "On social and medical-pedagogical correctional support for children with disabilities" and orders of the Minister of Education and Science of the Republic of Kazakhstan No. 4 dated 12.01.2022 "On approval of the Rules for assessing special educational needs", No. 6 dated 12.01.2022 "On approval of the Rules of psychological and pedagogical support in educational organizations"
In the region, the number of children from 0 to 18 years is 14214, of which 8210 children with special educational needs (3146 disabled people) are registered in 5 psychological, medical and pedagogical consultations (hereinafter - PMPC).
There are 19 special education organizations in the region (3 special kindergartens, 4 special schools, 1 rehabilitation center, 6 KPPK, 5 PMPC).
In 2022, a branch of the Aktau Psychological and Pedagogical Correctional office and a special kindergarten No. 6 were opened.
There are 1,488 children with special educational needs enrolled in educational institutions.
77 inclusive classrooms have been opened at schools to provide comprehensive psychological and pedagogical assistance to children with special educational needs and to support the solution of the need for social adaptation in society.
The staff schedule of all schools in the region includes an official unit of a teacher-assistant.
In 2022, the qualifications of 1,407 teachers were upgraded at the republican and regional levels.
The Department, in order to reach children with special educational needs in settlements remote from the region, plans to open a psychological and pedagogical correction office in the city of Fort Shevchenko in Tupkaragan district this year, in 2024 in the village of Borankul in Beineu district and 1PMPK in Karakiyansky district in 2025.

Orphans and children left without parental care

In the region, the number of orphans and children left without parental care is 457. Of them: in guardianship and guardianship – 397, in foster care – 11, in residential institutions – 49.
12 specialists work in the district and city departments of education that perform the functions of guardianship, guardianship, on the part of the local executive body for the protection of the rights and legitimate interests of children, providing social assistance (9 of them are civil servants, 3 are methodologists).
There are 940 orphans and children left without parental care on the housing waiting list (321 minors, 619 minors), including 163 graduates and pupils of boarding institutions.
A regional comprehensive plan has been developed to provide housing for orphans and children left without parental care for 2021-2025, 318 children are expected to be provided with housing (Aktau - 200, Zhanaozen-59, Beineu-18, Mangistau - 3, Munaily-23, Karakia-10, Tupkaragan-5).
