Department of internal policy, culture and language development of Tarbagatay district

Responsibilities: Organizes and supervises the work of the institution. Defines the powers and responsibilities of department employees and heads of institutions of subordinate organizations. Appoints and dismisses. It ensures the implementation in the region of state policy in the field of culture, language development, physical education and sports.Takes measures aimed at the revival, preservation, development and dissemination of the culture of the people of the Republic of Kazakhstan. Takes measures to prevent in the field of culture propaganda or agitation of forcibly changing the constitutional system, violating the integrity of the Republic of Kazakhstan, undermining the security of the state, war, social, racial, national, religious, estate and tribal superiority, as well as the cult of cruelty and violence.It develops the state language in every way, strengthens its authority, creates all the necessary organizational, material and technical conditions for free and free mastery of the state language by all citizens of the Republic of Kazakhstan. It ensures the safety of life and health of people involved in physical education and sports, as well as participants and spectators of sports and recreational and sports events and the observance of public order in the venues of sports events.Coordinates work in promoting the development of national, technical and applied sports, supporting and stimulating physical education and sports, developing a scientific base for research in the field of physical education and sports, in promoting the development of all sports taking into account social and educational functions, as well as their specifics structure based on the principle of voluntary activity.Conducts outreach at the local level on issues within its competence. Organizes work on the accounting, protection and use of historical monuments, material and spiritual culture of local importance. Carries out spectacular cultural events of the region, as well as shows, festivals and competitions among amateur creative associations. Acts as a customer for the construction, reconstruction and repair of cultural facilities of the region. Coordinates the work of the Assembly of Peoples of Kazakhstan. Supervises the work of the communal state-owned enterprise "Cultural leisure of the Kurchum district department of culture of the cultural management of the East Kazakhstan region." It constitutes the infrastructure of the public recreation area at the place of residence.
It creates the infrastructure for sports for individuals at the place of residence and in places of their mass recreation. Conducts regional sports competitions in sports together with local accredited sports federations. Provides training for regional sports teams and their performances at regional sports competitions. It provides the development of mass sports and national sports in the district, coordinates the activities of regional physical education and sports organizations. Assigns sports categories, sports qualification categories. It implements a single regional calendar of sports events. Coordinates the organization and conduct of sporting events in the district. It collects, analyzes and provides the local executive body of the region with information on the development of physical education and sports in the Kurchum region in the form and within the time limits established by the legislation of the Republic of Kazakhstan. Forms and approves regional lists of national teams for sports according to proposals from regional and local accredited sports federations. Organizes medical support for official physical education and sports events. Provides public order and public safety during sports and athletic events. Coordinates the construction of sports facilities in the district and ensures their accessibility to the population. It provides methodological and advisory assistance to sports organizations. Prepares budget applications, estimated costs, budget programs and monitors the targeted use of funds allocated from the budget. Ensures the execution of acts and instructions of the President of the Republic of Kazakhstan, the State Secretary of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the Administration of the President of the Republic of Kazakhstan,Office of the Prime Minister of the Republic of Kazakhstan, acts and instructions of akims of the region, region and akimats of the region, district, implementation of state and industry programs, programs for the development of the region’s territories, indicators of the socio-economic development of the region, indicators of assessing the performance of state bodies. Carries out other powers assigned in accordance with the legislation of the Republic of Kazakhstan.
