Functions:
Coordination and control over the implementation of measures for the execution of National Projects in the field of digitalization approved by a Resolution of the Government of the Republic of Kazakhstan;
Implementation of digitalization projects in accordance with the areas and projects state programs in the field of digitalization;
Conducting activities to promote digitalization projects implemented in the Zhetysu Region;
Ensuring compliance with the requirements for the development of the “e-Government” architecture and implementation of the standard “e-Akimat” architecture, taking into account the areas of activity of the local executive body;
Creation and development of state electronic information resources and information systems of government bodies;
Ensuring registration of information systems of the government body, accounting of information on informatization objects of the government body, placement of electronic copies of technical documentation of informatization objects, as well as updating information on informatization objects of the government body on the “e-Government” architectural portal, and coordinating activities of local executive bodies of the Zhetysu Region in this area;
Ensuring transfer to the “e-Government” service integrator for accounting and storage of developed software, source codes (if available), and configuration packages of licensed software of information systems of local executive bodies of the Zhetysu Region;
Ensuring storage of originals of technical documentation in hard copy and submission of them to the “e-Government” service integrator;
Carrying out activities to populate the “Open Data” portal by government bodies of the Zhetysu Region;
Organizing training seminars and courses aimed at developing information and communication technology (ICT) skills;
Procurement of information and communication services from the operator of the “e-Government” information and communication infrastructure in accordance with the catalog of information and communication services;
Monitoring the effectiveness of the use by local executive bodies of the Zhetysu Region of republican-level state information systems and regional-level departmental information systems;
Ensuring the adoption of measures to optimize and automate public service delivery processes in accordance with the legislation of the Republic of Kazakhstan, in coordination with the authorized body in the field of informatization;
Ensuring implementation of state and sectoral programs in the Zhetysu Region, as well as the Zhetysu Region Development Program, in areas and sectors within the competence of the Department;
Providing reporting information to the authorized body for evaluating the effectiveness of activities of local executive bodies of the Zhetysu Region in areas within the competence of the Department, analyzing evaluation results, developing plans, and implementing measures to improve performance indicators;
Organizing tenders or direct negotiations for public-private partnership (PPP) projects;
Concluding public-private partnership agreements for PPP projects;
Exercising other powers assigned to local executive bodies in the interests of local public administration in accordance with the legislation of the Republic of Kazakhstan;
Creating conditions to improve digital literacy.
