Department of Land Accounting, Regulation and Coordination of Land Relations

Functions:

1) implementation of the state policy in the field of regulation of land relations;

2) preparation of proposals and draft decisions of the local executive body of the region on the provision of land for the purposes of subsurface use (for mining; combined exploration and production; for construction and (or) production, construction (reconstruction) of main pipelines, oil and gas processing facilities, renewable energy facilities, for industrial and innovative projects of subjects of industrial and innovative activity, implementation of investment priority projects in accordance with the Entrepreneurial Code of the Republic of Kazakhstan, creation and expansion of specially protected natural areas of local importance, as well as for the compulsory alienation of land plots for state needs during the discovery and development of mineral deposits, for the construction (reconstruction) of main pipelines, the creation and expansion of specially protected natural areas of local importance.;

3) preparation of proposals and draft decisions of the local executive body of the region on the provision of land plots to state scientific research organizations and their experimental farms, as well as to state seed farms and breeding plants;

4) preparation of proposals and draft decisions of the local executive body of the region on the provision of land plots occupied by territorial waters for the construction of artificial structures;

5) preparation of proposals on land reservation;

6) preparation of proposals and draft decisions of the local executive body of the region on the provision and seizure of land for the needs of national security defense;

7) determination of the divisibility and indivisibility of land plots within their competence;

8) organization of land management and approval of land management projects for the formation of land plots;

9) organization of the development of land zoning projects, projects and schemes for the rational use of regional lands;

10) organization of land auctions (contests, auctions) within the scope of competence;

11) carrying out an expert examination of projects and schemes of regional, urban, and district significance concerning the use of land protection;

12) conclusion of purchase and sale agreements and lease agreements for land and temporary gratuitous land use within its competence and monitoring the fulfillment of the terms of the concluded agreements;

13) drawing up a regional land balance based on data from districts and cities of regional significance;

14) preparation of proposals for the issuance of permits to local executive bodies of the region for the use of land for survey work in accordance with the Land Code of the Republic of Kazakhstan;

15) preparation of proposals for the transfer of agricultural land from one type to another;

16) preparation of materials for the approval of the land cadastre plan;

17) preparation of proposals and draft decisions of the local executive body of the region to submit for approval to the local representative body of the region the boundaries of suburban areas of cities of regional significance;

18) preparation of proposals and draft decisions of the local executive body of the region on the formation of the composition of the land commission, development of regulations on it and submission for approval to the relevant local representative body;

19) preparation of proposals and draft decisions of the local executive body of the region on the provision of land plots for temporary cattle runs of interdistrict significance;

20) preparation of proposals and draft decisions of the local executive body for the development and approval of plans for the development and reconstruction of pasture infrastructure facilities;

21) preparation of proposals and draft decisions of the local executive body on the provision and withdrawal, including for state needs, of land plots from lands of all categories in cases related to the creation and expansion of specially protected natural areas of local significance, with the exception of cases provided for in subparagraph 3) of Article 13 of the Land Code of the Republic of Kazakhstan;

22) preparation of proposals and draft decisions of the local executive body on the provision and withdrawal, including for state needs, of land plots in cases provided for in Article 90 of the Land Code of the Republic of Kazakhstan, with the exception of forest lands;

23) preparation of proposals and draft decisions of the local executive body of the region on the establishment of public easements in accordance with Article 69 of the Land Code of the Republic of Kazakhstan;

24) preparation of proposals, provision of semi-annual and annual reports to the authorized body in the field of development of the agro-industrial complex on the rational use of pastures, on measures to combat degradation and desertification of pastures, on the forage intensity of pastures, on the condition of pasture infrastructure facilities;

25) preparation of materials for submission for approval to the state bodies specified in the second part of paragraph 1 of Article 120 of the Land Code of the Republic of Kazakhstan on the provision and seizure of land for the needs of defense and national security;

26) preparation of proposals and draft decisions of the local executive body of the region on setting basic rates of payment for land plots when they are granted to private ownership in regional centers, cities of regional and district significance, towns and rural settlements;

27) preparation of proposals and draft decisions of the local executive body of the region on the establishment and modification of the boundaries of cities of regional significance in coordination with the Government of the Republic of Kazakhstan;

28) preparation of proposals and draft decisions of the local executive body of the region on the establishment and modification of the boundaries of cities of regional significance;

29) preparation of draft joint proposals of the representative and executive bodies of the region to establish the maximum size of agricultural land plots by type of agricultural land within the region, submitting them for approval to the Government of the Republic of Kazakhstan;

30) preparation of draft joint proposals of the representative and executive bodies of the region on the establishment of minimum sizes of agricultural land plots, depending on local conditions and the specifics of the use of these lands provided for ownership or land use;

31) is a working body of the regional land commission;

32) provision of public services;

33) the implementation of interaction and cooperation with government agencies on issues related to their competence;

34) performing other functions stipulated by the legislation of the Republic of Kazakhstan.
