1. General Provisions

The General Security Issues Department (hereinafter referred to as the Department) is a structural subdivision of the State Institution "Department for Mobilization Preparation, Territorial and Civil Defense of the Abai Region" (hereinafter referred to as the Administration).

In carrying out its activities, the Department shall be guided by the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, and these Regulations.

The organizational structure and staffing of the Department shall be approved by the authorized official in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

Functions in the Field of General Security Issues and Interaction with Law Enforcement and Special State Bodies

The Department shall perform the following functions:

To organize (ensure) activities and cooperation with the Regional Operational Headquarters (hereinafter referred to as the ROH) during crisis situations and emergencies.
To participate in the activities of the ROH headquarters in the event of crisis situations.
To participate in the activities of the Regional Anti-Terrorism Commission.
To interact with territorial subdivisions of authorized state bodies on issues related to anti-terrorist protection of facilities vulnerable to terrorist attacks and response to terrorist manifestations.
In coordination with national security bodies and internal affairs bodies of the Republic of Kazakhstan, to develop and submit for approval by the Akim of the Region a draft List of facilities vulnerable to terrorist attacks located within the territory of the Region, and to ensure notification of owners, proprietors, managers or other officials of such facilities regarding their inclusion in the List.
To participate in the operation of the state information monitoring and public notification system for informing the population and organizations, regardless of ownership, about the threat of committing an act (acts) of terrorism.
To organize, where necessary, measures for placing outdoor (visual) information materials on terrorist threat levels in populated areas and at facilities with mass gatherings of people (posters, information boards, electronic displays, billboards, banners).
To participate in the prevention of socially significant emergencies, as well as in minimizing and/or eliminating their consequences within the territory of the Region.
To organize information interaction between emergency, rescue, duty services, civil protection services and the unified duty dispatch service "112".
To coordinate the activities of organizations in preventing and responding to natural and man-made emergencies.
To coordinate action plans for the elimination of local-scale emergencies and their consequences.
To participate in the work of the operational headquarters for localization and elimination of local-scale emergencies (fires, floods, earthquakes, landslides, hurricanes, etc.).
To participate in the establishment of and assignment of tasks to voluntary emergency rescue formations, and to monitor their provision with special equipment, machinery, gear, uniforms and tools.
To monitor the activities of formations engaged in eliminating the consequences of local-scale emergencies (fires, floods, earthquakes, landslides, hurricanes, etc.), as well as to participate in prevention activities.
To prepare proposals on the allocation of material resources for prevention and elimination of the consequences of emergencies.
To monitor the provision of assistance to persons affected in emergency zones (food, clothing, medicines, medical products and other property).
To submit proposals on the establishment of fire posts and their material and technical support in populated areas where state fire service units are absent.
To participate in the work of commissions investigating accidents, incidents, disasters and local-scale emergencies.
To develop and monitor the implementation of regulatory legal acts of the Akimat of the Region concerning the registration and conscription of citizens for military service and military training assemblies.
To organize activities related to the assignment of citizens to conscription stations, military registration and conscription of citizens for military service, military training assemblies and mobilization.
To organize notification of persons liable for military service and conscripts regarding their summons to local military administration bodies for assignment to conscription stations, conscription for military service and military training assemblies, as well as upon the announcement of mobilization.
To organize the delivery of citizens from other localities to regional conscription (assembly) points during conscription for military service.
To organize the provision of local military administration bodies with equipped conscription (assembly) points, medicines, medical instruments and other property, motor vehicles, communication facilities and security.
To monitor the establishment and operation of medical commissions for determining citizens' fitness for military service.
To plan activities of the Akimat concerning conscription of citizens for military service during preparation of the draft budget application for the planning period.
To participate in military-economic, command-and-staff, anti-terrorist exercises and training activities within the territory of the Region.
To perform, within the scope of the Administration's authority, other functions assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
