Department of entrepreneurship of Aksu district

1. Participates in the development, provision and implementation of comprehensive programs for socio-economic development of the district, targeted programs for the development of industry, energy, entrepreneurship, small business, trade, services, investment and innovation policy;
2. coordinates the activities of industrial, energy, business, small business, trade, services, investment and innovation policies, regardless of ownership;
3. Develops and implements measures for the introduction of new and reconstruction of existing facilities in order to increase the volume of industrial production, energy development, entrepreneurship, small business, trade, services and create additional jobs;
4. Implements the state policy on cluster development of the economy;
5. Participates in the implementation of the state policy for the development of the construction materials industry and the Strategy for industrial and innovative development of the district;
6. Assists with the implementation of technical regulation and international standards by the enterprises and organizations of the district;
7. Participates in the development of programs and strategic plans for socio-economic development of the district, including in the field of industry, energy, entrepreneurship, and trade;
8. Organizes and attracts enterprises of the district to participate in international, national, industry and regional exhibitions of product quality, coordinates their work on the implementation of international quality systems, competitions, seminars;
9. Participates in the implementation of investment policy and creates conditions for attracting investment and loans for the development of economic sectors of the district, interacts with second-level banks, micro-credit organizations, rural credit partnerships, small business development funds;
10. Performs selection and assistance in attracting investments for implementation of priority innovation projects;
11. Participates in the provision of loans from the district budget and other forms of financing of business structures, provides assistance in the sale of finished products in order to repay the loan;
12. Participates in the organization and development of leasing companies, for centralized provision of business with modern technological equipment, as well as introduces new programs and projects using new financial management tools (mortgage, insurance, issue of municipal and mortgage bonds);
13. Creates conditions for ensuring the availability of economically active population, low-income groups of the population, including rural population, to financial resources through a network of micro-credit organizations that carry out certain types of banking operations, specializing in the provision of micro-loans;
14. Defines target groups of borrowers to develop a micro-credit model to stimulate small businesses, participate in the formation of credit, investment, and trade policies;
15. Ensures the development of a system of training, retraining and advanced training of personnel in the field of small business with the involvement of local budgets, grant programs, international and domestic financial institutions;
16. monitors compliance with legislation aimed at protecting the rights of entrepreneurs and promoting the creation of public associations,
unions and associations of entrepreneurs and strengthening their role in supporting and protecting entrepreneurship;
17. Takes measures to form the infrastructure for supporting entrepreneurship, makes proposals on improving the regulatory framework for small businesses;
18. Takes measures to promote the state policy of small business and credit for the development of small business;
19. Participates in negotiations with subsurface users to resolve issues related to compliance with the socio-economic and environmental interests of the region, and to attract Kazakhstani personnel;
20. Promotes state regulation and coordination of trade markets, regardless of ownership, as well as organizations engaged in the purchase and sale of agricultural products in order to stabilize prices and better meet the needs of the population of the region in this type of product;
21. Participates in the survey of markets for compliance with the requirements of the "Rules of organization of trade markets", approved by the government of the Republic of Kazakhstan dated February 5, 2003 No. 131;
22. Organizes and ensures the operation of municipal markets;
23. monitors and analyzes prices for the most important types of consumer goods and services, monitors the inflation process;
24. Forms a data Bank of trade enterprises, public catering, consumer services, and district markets;
25. analyzes the state of trade, public catering, and household services in the context of regions, develops measures, proposals for the development, improvement of service levels, and professional training of trade and service workers;
26. Provides advice and methodological assistance on the activities of trade enterprises, public catering, consumer services and markets;
27. Considers appeals from citizens and legal entities;
28. implements state policy in the areas of public service, ensures competitive selection of personnel to fill vacant public positions, takes the oath of office by civil servants, and organizes certification;
29. Record keeping, a phased implementation of records management in the state language;
30. Reviews official documents received by the Department.
