Department of Agriculture and Entrepreneurship

The state institution “Department of Agriculture of the Zhanasemey District of the Abay Region” is a state body of the Republic of Kazakhstan that implements state policy in the field of agriculture, technology and the food industry.
Functions of the Department:
1) ensuring the implementation of state programs;
2) participation in the development of programs for the development of the agro-industrial complex and ensuring their implementation on the territory of the city;
3) implementation of state support for agricultural entities in accordance with legislation, state, industry, regional programs and other regulatory legal acts in this area;
4) carrying out works on explaining to the subjects of agriculture the main directions and mechanisms of the state agri-food policy;
5) collection of operational information in the field of agriculture and food industry;
6) organization of agricultural fairs;
7) assistance to agricultural producers in obtaining subsidies to support livestock breeding and improve the productivity and quality of livestock products;
8) coordination of selection and breeding work in animal husbandry and
seed production of agricultural crops;
9) assistance in technical re-equipment of agriculture and taking measures to organize agricultural services, supply of agricultural machinery on leasing;
10) assistance in organizing the implementation of measures for the use, storage and safety in working with pesticides,
pesticides, herbicides, and protectants. Assistance in
purchase of pesticides, herbicides and mineral fertilizers by farms
for use in the cultivation of agricultural crops;
11) assistance in obtaining the right to license farms to work with pesticides and pesticides, assistance to farms in carrying out measures to combat pests, weeds and diseases of agricultural crops;
12) assistance in the activities of dacha and horticultural cooperatives;
13) monitoring and reporting of grain movement, implementation of
control of grain storage;
14) organization and control of the implementation of backfill measures,
storage, quality control of seeds of agricultural crops, rendering
assistance to economic entities in providing zoned crops,
conditioned seeds;
15) assistance to economic entities of all forms of ownership in agricultural production in the acquisition of fuel and lubricants and obtaining state subsidies to reimburse the cost of water use, the purchase of fuel and lubricants and other material assets for sowing and harvesting;
16) carrying out state registration of tractors and self-propelled chassis and mechanisms made on their basis, trailers to them, including trailers with mounted special equipment, self-propelled agricultural, reclamation and road-building machines and mechanisms, special cross-country vehicles, with the issuance of relevant documents and state registration plates, registration and registration of persons using the specified vehicles and trailers, including by proxy;
17) implementation of state registration of pledge of tractors, self-propelled chassis and mechanisms made on their basis, trailers to them, including trailers with mounted special equipment, self-propelled agricultural, reclamation and road-building machines and mechanisms, special vehicles of increased cross-country capability;
18) conducting an annual state technical inspection of tractors, self-propelled chassis and mechanisms made on their basis, trailers to them, including trailers with mounted special equipment, self-propelled agricultural, reclamation and road-building machines and mechanisms, as well as special vehicles of increased cross-country capability: snowmobiles, ATVs and other similar equipment;
19) taking exams, issuing certificates for the right to drive tractors, self-propelled chassis and mechanisms made on their basis, self-propelled agricultural, reclamation and road-building machines and mechanisms, special vehicles of increased cross-country capability;
20) analysis and forecasting of the work of food industry enterprises and food production;
21) coordinating the activities of food industry entities in the dissemination of advanced technologies, priority areas of development of the industry;
22) assistance in preliminary consideration of projects at the first stage for their inclusion in the national and regional maps of industrialization;
23) preliminary preparation of a conclusion for a potential project to include projects in the national and regional maps of industrialization;
24) monitoring, analysis and control to improve the rating indicators of socio-economic development in the field of agriculture and food industry;
25) implementation of monitoring, analysis and measures to contain inflationary processes;
26) exercise in the interests of local government other powers assigned to the state institution "Department of agriculture of Semey city of Abai region" by the legislation of the Republic of Kazakhstan;
27) protection of the territory of the Republic of Kazakhstan from entry or independent entry from foreign countries or from the quarantine zone of quarantine objects;
28) keeping records of the distribution of quarantine objects and providing information to the authorized body and interested persons;
29) implementation of the state policy in the field of plant quarantine;
30) organization of plant quarantine measures at the objects of state phytosanitary control and supervision by individuals and legal entities-owners of these objects, as well as state administration bodies;
31) making a decision on the establishment of a quarantine zone with the introduction of a quarantine regime or its cancellation in the relevant territories on the recommendation of the authorized body;
32) exercise in the interests of local government other powers assigned to local Executive bodies by the legislation of the Republic of Kazakhstan;
33) holding a competition and making a decision on fixing fishing reservoirs and local areas.
