Territorial defense is a set of coordinated and interrelated tasks and methods of implementation of state measures carried out by the Government in order to protect sections of the state border, important facilities and communications, the population, prevent (disrupt) planned or conducted reconnaissance, amphibious, special operations (actions) of the enemy, defeat (eliminate) his sabotage and military groups, as well as the establishment and maintenance of martial law throughout the country or in its individual localities (districts).
