Department for the Use of Common Minerals, Environmental Assessment and Water Protection Activities
The main objective of using commonly occurring minerals (hereinafter – the division) is granting the right of subsoil use to carry out operations for the extraction of widespread mineral resources (hereinafter – COM) and prospecting.
The Department, in accordance with its assigned task, performs the following functions::
1) enters into contracts for COM;
2) issue permits for extraction of common minerals and the prospecting;
3) exercises control over the fulfillment of the conditions for the fulfillment of contractual obligations, licenses for prospecting by subsurface users engaged in the production of COM.
4) holds a meeting of the expert commission for resolving issues of subsurface use, the Working Group for negotiations on amendments and additions to the contract for subsurface Use;
5) provides 4 (four) public services:
registration of the contract of pledge of the right of subsurface use for exploration and production of common minerals;
issuance of permits for the development of areas of mineral deposits, as well as the placement of underground structures in the places of their occurrence;
issuing a conclusion on the absence or insignificance of minerals in the subsurface under the site of the upcoming development.
