The Department is guided in its activities by the Constitution of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan "On Public Service", "On Combating Corruption", "On Administrative Procedures", "On Normative Legal acts", "On Languages in the Republic of Kazakhstan", "On Local Public Administration and Self-Government in The Republic of Kazakhstan", "On Culture", "On the National Archival Fund and Archives", "On the procedure for considering appeals of Individuals and legal entities", "On Electronic Document Management and electronic digital Signature", "On informatization", By the Decree of the President of the Republic of Kazakhstan on the Code of Honor of Civil Servants of the Republic of Kazakhstan, acts of the President, the Government of the Republic of Kazakhstan, the regional Maslikhat, Akimat and Akim of the Karaganda region, the Ministry of Culture and Information of the Republic of Kazakhstan, other regulatory legal acts, Management Regulations, as well as this Regulation.

The staffing of the Department is approved by the resolution of the Akimat of the Ulytau region simultaneously with the approval of the staffing table of the Department.
