Main tasks

Implementation of work on improvement and development of economic planning in healthcare enterprises of the region, aimed at improving the efficiency of the use of financial resources.

Providing information necessary for internal and external users of reporting to monitor compliance with the law when the organization performs business operations in accordance with approved standards, standards and estimates.

Prevention of negative results of economic activity of the organization and identification of reserves to ensure its financial stability.

Functions of the Department

Develops the draft health budget for enterprises under the jurisdiction of the Health Department. Analyzes the control figure of the budget for the next financial year, the distribution of the approved budget by enterprises. Informs the heads of subordinate institutions of allocations for the maintenance of state-owned healthcare enterprises.

Handles the distribution of limits of budgetary obligations at the reporting

period of the current financial year and analysis of their use by subordinate institutions.

Provides funding for health care institutions of regional subordination.

Keeps current records of plans. Makes adjustments and performs the relocation plans of the current year.

Monitors and analyzes the implementation of the health budget in the region as a whole, including subordinate institutions and health care enterprises.

Participates in the development of the Forecast of the long-term socio-economic development of the industry.

Participates in the development of regional programs implemented in the territory of the Aktobe region, determines the volume and sources of funding for activities. Performs periodic reporting on the implementation of targeted programs at the expense of all sources of funding.

Draws up a report on the implementation of the agreement concluded between the Department and the Ministry of Health by the Health Department.

Conducting an inventory of staff units and the actual number of employees, as well as analyzing the main performance indicators of institutions and enterprises for the reporting year.

Conducting an annual analysis of information on the network, states and contingents in institutions funded from the regional budget.

Preparation of periodic statistical reports on the number of health care workers and funds allocated for labor remuneration.

Checks the cost estimates of subordinate institutions for the next financial year, staff schedules and tariff lists of health and education institutions.

Performs verification and approval of estimates and calculations for paid services provided to the population of the region by subordinate institutions. Generates periodic reports on the amount of funds received from the provision of paid services to the population.

Calculates and coordinates the limits of consumption of fuel and energy resources by institutions financed from the regional budget for the next financial year.

Accepts monthly, quarterly and annual reports from subordinate organizations and submits summary reports to the financial authorities in a timely manner.

Makes and coordinates with the head of the cost estimates and calculations to them, ensures rational and targeted use of budgetary and extra-budgetary funds.

Performs an economic analysis of the financial and economic activities of subordinate health care institutions based on accounting and reporting data in order to improve the efficiency of the use of financial, material and labor resources.

Prepares operational, statistical, and financial reports and submits them to the relevant institutions in a timely manner.

Conducts consulting and methodological work with economists and institutions and enterprises on the issues of planning, financing, reporting of wages.

Reviews letters, complaints and appeals from citizens, organizations, and departments.

Informs medical and preventive institutions about regulatory legal acts related to labor, wages, etc.
