    About the Akimat

    Mission:

    State institution «Department of architecture and urban planning of Tselinograd region»: ensuring the development of Tselinograd region with developed infrastructure.

    Tasks:
    1) quality and timely provision of public services in the field of architecture and urban planning;

    2) implementation of state policy in the field of architecture, urban planning, construction and ensuring the implementation of programs for the development of the territory of the Tselinograd region;

    3) other tasks provided for by the legislation of the Republic of Kazakhstan.


    Functions:

    1) organization of development and submission for approval to the region maslikhat of the project of district planning, projects for establishing and changing the features and boundaries of settlements in the district, rules for building, landscaping and engineering support of the district territory;

    2) making proposals to the region maslikhat to establish rules for the conservation and maintenance of buildings and structures, engineering communications, historical and cultural monuments, objects of the state nature reserve Fund of local significance;

    3) performing the functions of the customer for the development of the project of district planning and other urban planning documentation;

    4) approval and implementation of urban development projects, projects of detailed planning and development of the district;

    5) making decisions on the selection, provision, and in cases stipulated by legislative acts, and withdrawal for state needs of land plots on the territory under its jurisdiction for development or other urban planning;

    6) decision-making on construction (expansion, modernization, upgrading, reconstruction, restoration, capital repair) of buildings, buildings, constructions, engineering and transport communications, engineering preparation of the territory accomplishment and landscaping, conservation of buildings (objects), the execution of works on postoptimization objects of local significance;

    7) monitoring compliance with:

    - approved projects of district planning, other approved documentation on urban planning;

    - requirements of urban planning standards, Rules of organization of development and passing of licensing procedures in the field of construction;

    - the quality of design solutions developed by design organizations, regardless of their organizational and legal forms in the field of architectural and urban planning.

    8) monitoring of facilities and complexes under construction (planned for construction) in accordance with the procedure established by the Government of the Republic of Kazakhstan;
    9) provision of public services to individuals and legal entities in accordance with the register of public services within its competence:

    - «Issuance of a certificate to determine the address of real estate objects on the territory of the Republic of Kazakhstan»;

    - «Providing raw materials for the development of construction and reconstruction projects (redevelopment and re-equipment)»;

    - «Issuance of a decision for reconstruction (redevelopment, re-equipment) of premises (separate parts) of existing buildings that are not related to changes in load-bearing and enclosing structures, engineering systems and equipment»;

    - «Approval of the sketch (draft project)»

    - «Issuing a permit to attract money from shareholders»

    - «Issuance of an account statement of the agreement on shared participation in housing construction»

    - «Provision of land for the construction of an object within the locality».

    Provision of public services of the Department is assigned to the main and leading specialists, freelance employees of the Department.

    10) performing their rights and duties as part of the architectural and urban planning Council under the Akim's office of Tselinograd region;

    11) exercise in the interests of local government other powers assigned to local Executive bodies by the legislation of the Republic of Kazakhstan.

    Rights and responsibilities:

    1) conduct official correspondence with state and non-state bodies and organizations on issues related to the jurisdiction of the state institution «Department of architecture and urban planning of Tselinograd region»;

    2) participate in meetings of region akimats and maslikhats, boards of district, territorial and other Executive bodies;

    3) comply with current legislation;

    4) take measures to identify and prevent violations and / or deviations from the approved project documentation and permit requirements;

    5) refuse to approve projects that do not meet the established regulatory, architectural and urban planning, environmental or other requirements, architectural and planning tasks and initial permits approved by the district's architecture and urban planning authorities;

    6) send materials to the authorized and / or competent authorities for bringing persons guilty of violating the legislation of the Republic of Kazakhstan in the field of architectural and urban development to disciplinary, administrative and criminal liability;

    7) exercise other rights and obligations in accordance with the legislation of the Republic of Kazakhstan.
