Department of architecture, urban planning and construction

Functions:

1) coordination of implementation activities approved in accordance with the legislation of a comprehensive scheme of urban planning of the territory (draft district plan), master plans of rural settlements;

2) providing information and (or) data for entering into the database of the state urban planning cadastre in accordance with the established procedure;

3) informing the population about the planned development of the territory or other urban development changes;

4) decision-making on construction, land development, beautification and landscaping, preservation of construction of unfinished projects, conducting complex works on postoptimization objects of regional value;

5) keeping records of acceptance certificates of objects in operation, as well as objects (complexes) being put into operation;

6) organization of preservation of housing stock, communications, historical and cultural monuments of regional significance and control over their maintenance (use, operation);

7) organization of development and submission for approval to the district maslikhat of urban development schemes of the district territory, as well as draft master plans of cities of district significance, settlements and other rural localities;

8) implementation of urban development projects developed for the development of approved master plans (territorial development schemes) of localities;

9) consideration and approval of pre-project and project (design and estimate) documentation for the construction of facilities and complexes financed from the local budget, as well as the Republican budget allocated for financing the local budget investment project;

10) monitoring of objects and complexes under construction (planned for construction) in accordance with the procedure established by the authorized body for architecture, urban planning and construction;

11) making decisions on the selection, provision, and in cases stipulated by legislative acts, and withdrawal for state needs of land plots on the territory under its jurisdiction for development or other urban development;

12) making a decision on reconstruction by redeveloping the premises of existing buildings;

13) exercise in the interests of local government other powers imposed on local Executive bodies by the legislation of the Republic of Kazakhstan.
