Department of analysis and formation of the local budget and consolidated financial statements of the Department of Finance of the city of Shymkent.

The main tasks of the Department are:

1) organization of formation and presentation of consolidated financial statements;

2) maintaining budget accounting for the execution of the local budget of the city;

3) timely submission of a report on the implementation of the local budget of the city;

4) coordination of work on the consolidated financial and budgetary statements;

5) carrying out work on the fulfillment of tasks of the Central state bodies and the city akim's office;

6) organization of work with departments on transfer and acceptance of objects in municipal property of the city;

7) entering data on the transfer and reception of objects in communal ownership in the context of administrators of budget programs with appendices of resolutions and acts of acceptance and transfer;

8) monitoring the execution of Protocol instructions;

9) preparing responses to letters and requests from the city's organizations, individuals and legal entities on issues related to the city's budget execution.

In accordance with the assigned tasks the Department performs the following functions in accordance with the procedure established by law:

1) accounting and reporting on the implementation of the local budget;

2) keeping records of cash, inventory and compliance with regular financial and cash discipline;

3) according to the order of the Minister of Finance of the Republic of Kazakhstan dated August 1, 2017 No. 468 "on approval of forms and rules for preparation and presentation of financial statements", submitting them via the website www.e-minfin.gov.kz, order of the Minister of the Republic of Kazakhstan dated December 25, 2014 No. 587 "on approval of tax reporting forms and rules for their preparation" tax and statistical reports in electronic form via websites www.stat.gov.kz, www.cabinet.salyk.kz, according to the Law of the Republic of Kazakhstan "on public procurement" produces electronic public procurement through the web portal of public procurement, contracts, signing acts through the web portal www.goszakup.gov.kz, and entering information on budget programs for the corresponding fiscal year, via the website www.e-gov.kz "Open budgets";

4) preparation of the budget application with the attached calculations, the annual financing plan and timely changes to the financing plan and budget applications when updating the budget by the decision of the session of the regional maslikhat;

5) according to the order of the Minister of Finance of the Republic of Kazakhstan dated December 15, 2011 No. 636 submission of the report on the results of inventory through the unified reporting system (URS).
