The State Institution "Apparatus of the Akim of Kegen Rural District" of Kegen District plans to conduct an internal analysis of corruption risks for the first half of 2026 during the period from August 24 to August 31, 2026.
This action is being taken in accordance with Paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan "On Combating Corruption" and Paragraph 2.4 of the Model Rules for Conducting Internal Analysis of Corruption Risks, approved by the Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption No. 12 dated October 19, 2016.

ANALYTICAL REPORT on the results of the internal analysis of corruption risks for the first half of 2026 at the State Institution "Apparatus of the Akim of Kegen Rural District," Kegen District, Almaty Region Kegen Village | August 31, 2026 INTRODUCTION An internal analysis of corruption risks was conducted at the State Institution "Apparatus of the Akim of Kegen Rural District, Kegen District, Almaty Region" (hereinafter referred to as the "Apparatus of the Rural District Akim") during the period from August 24 to August 31, 2026, pursuant to the decision of the Rural District Akim regarding the conduct of such an analysis. The first half of 2026 was defined as the overall period covered by the internal analysis of corruption risks. In accordance with the "Rules for Internal Analysis of Corruption Risks," approved by Decree No. 12 of the President of the Republic of Kazakhstan dated October 19, 2016, an internal analysis was conducted regarding the following areas: IDENTIFICATION OF CORRUPTION RISKS IN NORMATIVE LEGAL ACTS GOVERNING THE ACTIVITIES OF THE APPARATUS: In its operations, the State Institution "Apparatus of the Akim of Kegen Rural District" of Kegen District is guided by: - The Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government in the Republic of Kazakhstan"; - The Law of the Republic of Kazakhstan "On Civil Service of the Republic of Kazakhstan"; - [Regulations] on measures to further improve the ethical norms and rules of conduct for civil servants of the Republic of Kazakhstan; - The Law of the Republic of Kazakhstan "On Public Procurement"; - The Law of the Republic of Kazakhstan "On Architectural, Urban Planning, and Construction Activities in the Republic of Kazakhstan"; - The Administrative Procedural-Process Code of the Republic of Kazakhstan; - The Civil Code of the Republic of Kazakhstan - The Land Code of the Republic of Kazakhstan - The Labor Code of the Republic of Kazakhstan - The Regulation on the State Institution "Apparatus of the Akim of Kegen Rural District" of Kegen District. Regulatory legal acts governing the activities of the state institution: An internal analysis of corruption risks is conducted at the State Institution "Apparatus of the Akim of Kegen Rural District" of Kegen District. As a result of the analysis for the first half of 2026, the following figures were recorded: 107 incoming letters and 282 outgoing letters processed. Regarding core operations, 53 directives and 88 decisions were issued; regarding personnel matters, 24 directives were issued. A report on decisions concerning core operations was submitted to the Enbekshikazakh Inter-district Justice Department for analysis covering the first half of the year. Based on the results for the first half of 2026, no staff members of the Apparatus of the Akim of Kegen Rural District received disciplinary penalties. Directives concerning both personnel and core operations were entered into the "E-Kyzmet" information system in a timely manner. During the reporting period, the Kegen District Prosecutor lodged no protests regarding the annulment of decisions or directives. 2. Regarding the review of applications from individuals and legal entities: In accordance with the functional duties of the staff, Sultan Aidyn Kasymkhanuly, the head of the structural unit, has been designated as the specialist responsible for registering and ensuring the timely and high-quality processing of applications received from individuals and legal entities. No applications or complaints were received from residents via the websites of the district akim or the rural district akim. A total of 31 applications and 3 requests from personal receptions were received through the "E-Otinish" information system; all were fully resolved. Requests arising from personal receptions were registered and addressed through explanatory work and subsequent resolution. 3. Regarding the provision of public services: The "Apparatus of the Akim of Kegen Rural District" State Institution provides 10 public services in accordance with the Register of Public Services. Regarding the provision of public services: 144 applications were received from individuals via the "E-licensing" information system for the service "Acquiring rights to state-owned land plots that do not require the holding of sales (tenders, auctions)." Of these: 15 decisions were issued following submission to the authorized body, 14 substantiated refusals were made, 23 applications received a positive outcome, and 21 applications were withdrawn. No complaints were received regarding the submitted applications. No complaints were received regarding the quality of public service provision. During the first six months of 2026, no complaints were received from applicants regarding services provided in accordance with the register of public services. Monitoring the quality of public service provision Information boards detailing the procedures for public service provision are displayed in the rural district akim's office building. Explanatory work is being conducted among the rural district residents to ensure transparency in the public service delivery process. Information regarding individuals on the waiting list for land plots is posted on the information board. The district akim's office has not faced disciplinary action regarding the provision of public services. 4.
