GU " Department of housing relations of Kostanay city akimat"

Tasks:

1) implementation of the state policy in the field of housing relations within the competence of the Department;

2) ensuring the provision of housing from the communal housing stock or housing rented by a local executive body in a private housing stock;

3) state control in the areas of housing management, gas and gas supply in the city of Kostanay;

4) state supervision in the field of industrial safety over compliance with the requirements of safe operation of hazardous technical devices in the territory of the city of Kostanay.

Functions:

1) organization of a state technical inspection of the common property of an apartment building;

2) inclusion of an apartment building in the list of apartment buildings requiring major repairs;

3) to carry out major repairs of the common property of the condominium facility, for which there is design and estimate documentation, when an apartment building is included in the list of apartment buildings requiring major repairs, subject to the provision of refundable funds by the owners of apartments, non-residential premises;

4) participation in commissions for the acceptance of completed work on the overhaul of the common property of the condominium facility;

5) making mandatory orders (submissions) to eliminate violations in accordance with the Law of the Republic of Kazakhstan "On Housing Relations" and the Rules for the Maintenance of Common Property of a Condominium Facility, approved by Order of the Minister of National Economy of the Republic of Kazakhstan dated February 19, 2015 No. 108 "On Approval of the Rules for the Maintenance of Common Property of a Condominium Facility" (registered in the Register of State Registration regulatory legal acts No. 10528, published on April 23, 2015 in the legal information system "Adilet");

6) checking the availability of a report on the management of the condominium facility and the maintenance of the common property of the condominium facility when the owners of apartments and non-residential premises apply, participating in commissions for the acceptance of completed works on certain types of capital repairs of the common property of the condominium facility, drawing up protocols on administrative violations;

7) management of the state housing stock and its accounting;

8) organization of the preservation of communal housing stock;

9) conducting an inventory of the housing stock;

10) identification and registration of ownerless housing, transfer of ownerless, abandoned housing in court to communal ownership, recognition of housing as extortionate;

11) organization of the distribution and provision of housing from the communal housing stock;

12) transfer of public housing from the communal housing stock to the ownership of citizens of the Republic of Kazakhstan on the terms stipulated by this Law and in accordance with the procedure determined by the Government of the Republic of Kazakhstan;

13) registration of citizens of the Republic of Kazakhstan who need housing from the state housing stock or housing rented by a local executive body in a private housing stock, as well as maintaining separate priority lists for citizens to receive housing from the state housing stock;

14) conducting an inventory of the lists of citizens registered as needing housing from the communal housing stock or housing rented by a local executive body in a private housing stock;

15) conclusion and issuance, in accordance with the procedure established by the legislation of the Republic of Kazakhstan: contracts for the rental of housing from the communal housing stock or housing leased by a local executive body in a private housing stock; contracts for the privatization of housing from the state housing stock; contracts with participants in state housing construction programs;

16) control over compliance with the terms of the lease agreements, as well as control over the use and operation of housing from the communal housing stock;

17) taking measures to evict illegally residing citizens from the state housing stock;

18) preparation of materials submitted for consideration by the housing commission of the Akimat of Kostanay on the provision and privatization of housing from the communal housing stock;

19) within its competence, the provision of public electronic services using information systems in accordance with the legislation of the Republic of Kazakhstan;

20) implementation of State Programs in terms of ensuring the distribution (provision) of housing;

21)organization of demolition of emergency housing;

22) receiving and reviewing incoming appeals from individuals and legal entities on issues within the competence of the Department, including the provision of housing from the communal housing stock, the privatization of housing from the state housing stock;

23) analysis and preparation of proposals to local executive bodies and legislative bodies on housing issues;

24)performing other functions that meet the objectives and functions of the Department in accordance with the current legislation of the Republic of Kazakhstan.
