State Institution “Department of Internal Policy, Culture, Development of Languages and Sports of the Samar District”

1) Participation in state regulation of internal political processes, coordination of the activities of local government bodies in the field of internal politics, organization of monitoring, analysis and forecasting of the socio-political situation in the area, the activities of political parties, religious and other public associations, development of recommendations and organization of work to ensure internal political stability, consolidation of society, propaganda and education of Kazakhstani patriotism;

2) Monitoring the implementation of Decrees and other legislative acts of the President, resolutions of the Government of the Republic of Kazakhstan, decisions, orders and instructions of akims of the region, district, resolutions of the akimat on issues within the competence of the Department;

3) Participation in the development of conceptual documents, preparation and examination of draft acts of decision, orders of the akim, resolutions of the akimat on issues within the competence of the Department;

4) Participation in the work of the akimat to improve the system of disseminating information about the area, the activities of authorities in the socio-political and economic spheres;

5) Ensuring organizational and information communication with the relevant divisions of the Department of Internal Policy, regional departments and departments of the social sphere on issues within the competence of the Department;

6) Ensuring control and coordination of the activities of the offices of akims of villages and rural districts on issues within the competence of the Department;

7) Information and analytical support for the activities of the akim’s apparatus;

8) Political support for the holding of significant republican and local socio-political and cultural events;

9) Coordination of the progress of information and propaganda work of akims of villages and rural districts of the region. Control of regional media for their compliance with media legislation;

10) Participation in the preparation of materials for meetings of the akimat on the most important issues of the internal political life of the district;

11) Providing organizational, advisory, methodological and information assistance to national cultural centers of the region;

12) Participation in the development and implementation of concepts and programs that determine state policy in the domestic political sphere, in the field of interethnic relations, ensuring human rights and freedoms in the Republic of Kazakhstan;

13) Carrying out work on the formation, accumulation, generalization and classification of an information database (computer, text);

14) Maintaining relations with political parties, national-cultural, human rights, religious and other public associations;

15) Participation in the preparation and conduct of regional and district scientific and practical events aimed at strengthening internal political stability and democratization of political processes in the region;

16) Carrying out organizational, methodological and scientific research work, jointly with other divisions of the akim’s apparatus, within the competence of the Department;

17) Carrying out other functions provided for by the legislation of the Republic of Kazakhstan.

18) Management of cultural institutions, organization of mass cultural events;

19) provides methodological and practical assistance to cultural institutions, exercises control over their activities;

20) introduces forms and methods of work into the practice of institutions and organizations;

develops the main directions for the implementation of state, regional, district plans for the development of culture and languages;

21) ensures the participation of cultural delegations in regional, republican and international events;

22) organizes advanced training for cultural workers;

23) manages the financial work of subordinate institutions;

24) ensures the implementation and coordination in the implementation of the Laws “On Culture”, 8. “On Languages in the Republic of Kazakhstan”, the State Program for the functioning and development of languages in local executive bodies of the region;

preparation of analytical materials and proposals on the implementation of the Laws “On Culture”, “On Languages in the Republic of Kazakhstan”;

25) interacts with institutions and organizations to introduce the state language;

26) ensures the activities of the regional onomastic commission, and also conducts an analysis of the onomastic field of the region;

27) implements activities in the field of development of culture and languages aimed at harmonizing interethnic relations, maintaining stability in society, and nurturing Kazakhstani patriotism;

28) organizes sociological research on issues of state policy in the field of culture and language relations;

29) monitors the language situation in the region;

30) organizes events to create a language environment, and also conducts events on current issues in the development of culture and languages;

31) contributes to the creation of conditions for the harmonious development of Russian, English and other languages of the peoples of Kazakhstan;
