State Institution "Department of Entrepreneurship and Tourism of the Samar District"

Objectives of the Department:
1) participation in the implementation of state policy for the support and development of private entrepreneurship, in the field of industrial and innovative development, industry, state trade policy, tourism within the limits established by current legislation;
2) participation, within the limits of its competence, in regulating the activities of trading entities;
3) creating conditions for the development of private entrepreneurship;
4) creation and development of infrastructure facilities to support private entrepreneurship and innovation activities in the region;
5) participation in the implementation of the State program for accelerated industrial and innovative development of the Republic of Kazakhstan.
6) organizes the execution and implementation of the main directions of economic reform in rural areas and, on this basis, determines the prospects for the agricultural sector and its development trends;
7) provides assistance in the formation of market infrastructure and organizational structures of a market type, implementation of a unified financial and investment policy and accounting;
8) promotes the development and establishment of various organizational and legal forms of economic management in rural areas on the basis of private property;
9) determines and promotes the implementation of the main directions of scientific and technological progress, ways and methods of their implementation, promotion of the achievements of science and technology;
10) monitors the state of food security in the Samar region.
16. Functions of the Department:
1) creates conditions for the development of business activities and the investment climate in the Samar region;
2) ensures the creation and development of infrastructure facilities in the region to support small and medium-sized businesses and innovation activities;
3) organizes the activities of the expert council;
4) exercises, within its competence, state control over compliance with the maximum permissible retail prices for socially significant food products;
5) organizes exhibitions and fairs;
6) implements state policy and coordinates in the field of tourism activities in the Samar region;
7) collects, analyzes and submits to the local executive body information on the development of tourism in the Samar region;
8) develops and implements measures to protect regional tourism resources;
9) coordinates the planning and construction of tourism industry facilities in the Samar region;
10) provides assistance in the activities of children’s and youth camps, tourist associations and the development of amateur tourism;
11) provides tourism information, including information about tourism potential, tourism objects and persons engaged in tourism activities;
12) carrying out work to monitor the activities of processing enterprises;
13) provides state support to subjects of the agro-industrial complex in accordance with the requirements of the legislation of the Republic of Kazakhstan;
14) carries out state technical inspection in the field of development of the agro-industrial complex;
15) monitors the development of rural areas;
16) collects operational information in the field of the agro-industrial complex and rural areas and submits it to the local executive body of the East Kazakhstan region;
17) holds a competition “Best by profession in the agro-industrial complex”;
18) keeps records of food stocks in the relevant region and submits reports to the local executive body of the East Kazakhstan region;
19) submission to the local representative body of the region of proposals on the volume of production and sale of elite seeds by elite seed farms;
20) drawing up a balance of seeds for the region;
21) making proposals to the local executive body of the region of necessary information in the field of seed production of agricultural crops;
22) assistance, within the limits of competence, in the formation by agricultural producers of insurance and transferable seed funds;
23) monitoring the implementation of the procedure for implementing varietal and seed control, testing of varietal crops, soil assessment, laboratory varietal testing, examination of seed quality;
24) monitoring of seed resources in the relevant territory;
25) monitoring compliance with regulatory legal acts on the examination of varietal and sowing qualities of seeds of agricultural plants;
26) making proposals to the local executive body in the field of suspension: the validity of the certification certificate certifying the right of the subject to carry out activities in the field of seed production; activities to conduct examination of varietal and sowing qualities of seeds;
27) holding a competition and making decisions on the assignment of fishery reservoirs and areas of local importance;
28) preparation of analytical and information materials on sectors within the competence of the Department for higher government bodies.
