GU "Department of Culture and Language Development of Kostanay Akimat"

Tasks:

1) taking measures aimed at the revival, preservation, development and dissemination of the culture of the people of the Republic of Kazakhstan;

2) creating conditions for patriotic and aesthetic education of citizens by introducing them to the values of national and world culture;

3) implementation of the state policy in the field of language development within the competence of the state body.

Functions:

1) initiating the creation of state cultural organizations of the city of Kostanay in the field of librarianship, cultural and leisure activities, and coordinating their activities;

2)ensuring the development of infrastructure and strengthening the material and technical support of cultural institutions of the city of Kostanay;

3) the organization of spectacular cultural events in the city of Kostanay, as well as screenings, festivals and competitions among amateur creative associations;

4)certification of subordinate state cultural organizations;

5) conducting city-level events aimed at the development of the state and other languages;

6) organization of consideration of the opinion of the population of the relevant territory when naming, renaming administrative-territorial units, constituent parts of settlements, as well as clarifying and changing the transcription of their names in accordance with the procedure determined by the Government of the Republic of Kazakhstan;

7) involvement of the public in carrying out activities for the preservation and popularization of historical and cultural monuments;

8) informing the local executive bodies of the region or authorized bodies within their competence about the elimination of damage, threat of destruction of historical and cultural monuments;

9) support and coordination of activities of the state cultural organizations of the city of Kostanay in the field of librarianship and cultural and leisure activities;

10) conducting explanatory work to prevent discrimination of citizens on the basis of language;

11) approval of the notification on the placement of signage for compliance with the requirements of the legislation of the Republic of Kazakhstan on languages, at the request of the licensing authority;

12) consideration of cases of administrative offenses for violation of the legislation of the Republic of Kazakhstan on languages provided for by the Code of the Republic of Kazakhstan on Administrative Offenses;

13) issuing resolutions on the imposition of administrative penalties in cases of administrative offenses in accordance with the Code of the Republic of Kazakhstan "On Administrative Offenses";

14) approval of the state creative order for financing creative clubs for children and youth within the limits of budget funds;

15) ensuring the placement of the state creative order in creative circles for children and youth, regardless of the forms of ownership of the service providers of the state creative order, their departmental subordination, types and types;

16) ensuring the execution of all stages and procedures for the placement, quality control and targeted development of the state creative order in electronic and publicly accessible formats;

17) monitoring the activities of cultural organizations located in the relevant territory and providing information, as well as statistical reports in the prescribed form, to the local executive body of the region, the city of republican significance and the capital.;

18) organization of work on the preservation of historical and cultural heritage, promotion of the development of historical, national and cultural traditions and customs.
