Determination of the composition and appointment of the Commission for the acceptance of objects (complexes) into operation in accordance with the procedure, as well as registration and accounting of objects (complexes) being put into operation.

Acts as a customer for the construction, reconstruction and repair of district communal property and socio-cultural facilities.

Organizes the construction and operation of water pipes, sewage treatment plants, heat and electric networks and other objects of transport engineering infrastructure of the district.

Organizes the construction of housing of the state communal housing Fund.

Making a decision on reconstruction (redevelopment, re-equipment, re-profiling) of existing buildings ' premises.

Implementation of other powers assigned to local Executive bodies by the legislation of the Republic of Kazakhstan in the interests of local government.

Organization of works on acceptance and registration of objects (complexes) put into operation in accordance with the procedure established by law.

Organization of development and submission for approval to the district maslikhat of urban development schemes of the district territory, as well as draft general plans of cities of regional significance, settlements and other rural localities.

Approval and implementation of urban development projects developed for the development of approved general plans.

Issuance of architectural and planning buildings.

The issuance of permits for placement of objects of outdoor (visual) advertizing in settlements.

Develops general plans for the development of settlements and villages located on the territory of this district (city of regional significance), and submits them for approval to the district (city of regional significance) maslikhat.
