Functions:

In accordance with the Budget Code of the Republic of Kazakhstan dated 4 December 2008;

the implementation of the strategic, economic and budget planning at the district level.

the execution of the district budget, accounting, budget acesta and budget reports on execution of the district budget;

receiving financial reporting of public institutions financed from the local budget;

methodological management of the district budget;

formation of the draft local budget for the upcoming medium-term period on the basis of economically justified income and expenditure planning;

fulfillment of obligations to service and repay the debt of local Executive bodies;

organization and implementation of monitoring of debt borrowing by local Executive bodies;

development of socio-economic forecast of the district and other programs;

in accordance with the Law of the Republic of Kazakhstan "on state property" dated March 1, 2011:

management of district communal property, implementation of measures to protect it;

ensuring control over the use and safety of district communal property;

monitoring and analyzing the implementation of development plans for public utilities, state-owned enterprises established by local Executive bodies of districts, state-controlled joint-stock companies and limited liability partnerships;

organization of accounting, storage, evaluation and further use of district communal property that has been converted (received) into communal property, recognized as ownerless in accordance with the legislation of the Republic of Kazakhstan, passed to the state by inheritance, as well as frozen property, finds, neglected animals that have been transferred to communal property free of charge in accordance with the legislation of the Republic of Kazakhstan, shares of hoards that do not contain things related to cultural values;

monitoring the Trustee's performance of obligations under the trust management agreement for district communal property;

3) the state institution "Beineu district Department of economy and Finance" also performs other functions provided for by the legislation of the Republic of Kazakhstan.
