State Institution "Apparatus of Akim of Borisovka village of Atbasarsky district"

Considers appeals, applications, complaints of citizens, takes measures to protect the rights and freedoms of citizens;

facilitates the collection of taxes and other mandatory payments to the budget;

ensures timely and high-quality provision of public services on issues within the competence of the state institution "The Office of the akim of the village of Borisovka of the Atbasar district";

promotes the implementation by citizens and legal entities of the norms of the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan, regulatory legal acts of central and local state bodies;

represents the interests of the state on issues of communal property of local self-government, protects the property rights of the village (communal property of local self-government);

performs the functions of a local executive body in the areas of planning and budget execution of a city of district significance, a village, a settlement, a rural district, as well as the management of communal property of a city of district significance, a village, a settlement, a rural district (communal property of local self-government) in accordance with the legislation of the Republic of Kazakhstan;

within its competence, it regulates land relations;

ensures the preservation of the communal housing stock of the village, as well as the construction, reconstruction, repair and maintenance of highways in the village;

promotes the organization of peasant or farm farms, the development of entrepreneurial activity;

within its competence, organizes and ensures the implementation of the legislation of the Republic of Kazakhstan on military duty and military service, mobilization training and mobilization, as well as in the field of civil protection;

organizes the performance of notarial actions, registration of acts of civil status in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

marks the unemployed in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

organizes work on the preservation of historical and cultural heritage;

identifies low-income individuals, submits proposals to higher authorities for employment, targeted social assistance, organizes services for lonely elderly and disabled citizens at home, coordinates the provision of charitable assistance to them;

promotes the employment of persons released from institutions of the penal enforcement system registered with the probation service, as well as provides them with social and legal assistance in accordance with the legislation of the Republic of Kazakhstan;

organizes assistance to the disabled;

organizes community service, youth practice and social workplaces;

organizes, together with the authorized body for physical culture and sports and public associations of the disabled, health and sports events among the disabled;

organizes cultural and educational events jointly with public associations of disabled people;

coordinates the provision of charitable and social assistance to the disabled;

coordinates the provision of charitable assistance to socially vulnerable segments of the population;

promotes the staffing of rural health organizations;

promotes the allocation of housing to mothers awarded with the "Altyn alka" pendant;

organizes the performance of public works by persons sentenced to this type of punishment, in accordance with the procedure determined by the authorized body in the field of penal enforcement activities;

promotes the development of local social infrastructure;

organizes the movement of public transport;

in case of emergency medical care, organizes the delivery of patients to the nearest healthcare organization providing medical care;

interacts with local self-government bodies;

performs household accounting;

participates in the sessions of the maslikhat when approving (clarifying) the local budget;

participates in the sessions of the district maslikhat when clarifying the local budget;

ensures the activities of organizations of preschool education and training, cultural institutions, with the exception of cultural institutions located in the city of republican significance, the capital, cities of regional significance;

organizes, within its competence, the water supply of settlements and regulates water use issues;

organizes works on landscaping, lighting, landscaping and sanitary cleaning of settlements;

organizes the burial of the rootless and public works for the maintenance of cemeteries and other burial places in proper condition;

maintains a register of non-professional mediators;

creates infrastructure for sports activities of individuals at the place of residence and in places of their mass recreation;

promotes the employment of convicts serving sentences in institutions of the penal enforcement system, including by:

placing orders for goods, works and services produced, performed and rendered by enterprises and institutions of the penal enforcement system;

involvement of business entities in the opening, expansion and modernization of production facilities using convict labor on the territory of institutions of the penal enforcement system.

making proposals to the district executive body on the organization of transport links with the district center, as well as the organization of free transportation of students to school and back in rural areas;

provide the district communal property transferred to the management for property lease (lease) to individuals and non-state legal entities without the right of subsequent redemption;

determine priority areas of activity and mandatory volumes of works (services) financed from the budget transferred to municipal state enterprises;

ensure the safety of the transferred communal property;

manage the transferred district municipal legal entities;

generate revenue sources;

ensure the opening of a control cash account of local self-government in the central authorized body for budget execution, intended for crediting money sent by akims to implement the functions of local self-government;

accept employees under an employment contract at the expense of saving budget funds and (or) revenues provided for by the legislation of the Republic of Kazakhstan on local government and self-government;

approve the plan of receipts and expenditures of local government money after coordination with the meeting of the local community;

draw up and approve a consolidated plan of receipts and expenditures of money from the sale by state institutions of goods (works, services) remaining at their disposal, in accordance with the budget legislation of the Republic of Kazakhstan;

coordinate the annual financial statements of the district state enterprise transferred to the management, approved by the decision of the local executive body;

they set prices for goods (works, services) produced and sold by municipal state-owned enterprises transferred to management;

approve individual financing plans of the transferred district municipal state institutions from the local budget;

conduct an inventory of the housing stock;

organize, in coordination with the akim of the district and the meeting of the local community , the demolition of emergency housing of the village;

they provide assistance to micro-crediting of rural population within the framework of program documents of the state planning system;

ensures the organization of a gathering of the local community, a separate gathering of the local community of villagers, a street, an apartment building, a meeting of the local community;

notifies of the time and place of convocation of a separate meeting of the local community, a meeting and a meeting of the local community and the issues discussed no later than ten calendar days before the day of their holding through the media or by other means;

ensures the execution of decisions taken at a meeting of the local community or a meeting of the local community and approved by the akims of a city of district significance, village, settlement, rural district;

The office of the akim of the village in coordination with the meeting of the local community:

develops drafts of legal acts in the field of municipal property management of local self-government within its competence;

manages municipal property of local self-government, unless otherwise provided by the laws of the Republic of Kazakhstan, takes measures to protect it;

makes a decision and carries out the privatization of municipal property of local self-government, including ensuring its safety in the process of preparing the object for privatization, engages an intermediary to organize the privatization process, provides an assessment of the object of privatization, prepares and concludes contracts for the sale of the object of privatization and controls compliance with the terms of contracts of sale;

defines the subject and objectives of the activities of a state enterprise, the property of which is in the communal ownership of the village (communal property of local self-government), as well as the type of state enterprise (on the right of economic management or state-owned enterprise) carrying out such activities;

carries out the withdrawal or redistribution of property transferred to a municipal legal entity of local self-government or acquired by it as a result of its own economic activity;

carries out the seizure of excess, unused or misused property of municipal legal entities of local self-government;

gives consent to a municipal state enterprise to alienate or otherwise dispose of the property assigned to it (with the exception of the sale of products produced by it), the establishment of branches and representative offices, as well as the transfer and write-off of accounts receivable;

performs other functions in accordance with the legislation of the Republic of Kazakhstan
