State Institution "Department of Housing and Communal Services, Passenger Transport, Highways and Housing Inspection of Kurmangazy District of Atyrau region"

Functions:

1)Preparationandplanningoftheactionplanaimedatsolvingthecurrentandupcomingobligationsfortheintegratedsocio-economicdevelopmentofthedistrictterritory;

2)Participationinthepreparationofproposalsforthedevelopmentofstatestandardsinthefieldofhousingandcommunalservices,passengertransportandhighways;

3)Participationinthestateregulationoftheconstructionprocessandinthedistributionofstatefundsallocatedforconstruction,housingconstruction,housingandcommunalservicesandroadmanagement;

4)Organizationandcontrolofworkontheheatingseasoninthedistrict;

5)Organizationandcontrolofworksongasificationandpowersupplyintheterritoryofthedistrict;

6)Organizationofworksonconstruction,reconstruction,repairandmaintenanceofroadsofdistrictsignificance,inaccordancewiththelegislationonpublicprocurement;

7)Organizespassengertransportationbetweenthelocalitiesofthedistrictandcontrolstheiroperation;

8)Maintainingaregisterofroutesforregularintra-districtroadtransport;

9)Providingfortheapprovaloftheauthorizedbodythenameandindexesofhighwaysofgeneraldistrictsignificance;

10)Developmentandimplementationofplansandprogramsforthedevelopmentofpublicroadsofregionalsignificance,streetsinlocalitieswithintherelevantterritory;

11)Implementationofmanagementofroadsthatareinmunicipalownershipandmunicipalroadenterprises,aswellastheexecutionoflocalbudgetitemsfortheirfinancing;

12)Implementationoftheorganizationandcontroloftheworkofstatepublicutilities;

13)Participationintheworkofthedistrictcommissionforensuringtransportsafety;

14)Controloverthequalityandacceptanceofcompletedroadworksfortheconstruction,repair,maintenanceandlandscapingofregionalroads;

15)Organizationoftendersforpublicprocurementofgoods,worksandserviceswithintheframeworkofthefunctionoftheinstitution;

16)Theinvolvementofspecializedcompaniesonthebasisofcontractsfortheimplementationoftechnicalsupervisionofthecourseofroadconstructionandrepairworktoensurecompliancewithregulatoryrequirements;

17)Ensuringthecoordinationofthegrantingofrightsfortemporaryshort-termlanduseoflandplotslocatedintheright-of-wayofhighwaysofregionalsignificancethatarenotusedbyroadauthoritiesonacontractualbasistoindividualsandlegalentitiesfortheplacementofserviceandadvertisingobjects,providedthatthereductioninthetransportandoperationalqualitiesoftheroad,compliancewiththerequirementsoftrafficsafetyandenvironmentalprotection;

18)Conductingtendersfortheperformanceofroadworksoflocalroadnetworksandpassengertransportationservicesinaccordancewiththelegislation;

19)Implementationoftheconclusionandapprovalofcontractsfortheorganizationofregularpassengerroutes;

20)Monitoringcompliancewiththeestablishedscheduleofpassengertraffic;

21)Developmentofacomprehensiveschemeforthedevelopmentofpassengertransportandaprojectfortheorganizationofroadtrafficinintra-districttraffic;

22)Organizationofthepreservationofthestatehousingstock;

23)Conductinganinventoryofthehousingstock;

24)ProvidinghousingforcertaincategoriesofcitizensinaccordancewiththelegislationoftheRepublicofKazakhstan;

25)Keepingrecordsofcitizenswhomaybeprovidedwithhousingfromthestatehousingfundorhousingrentedbyalocalexecutivebodyinaprivatehousingfundinaccordancewiththerequirementsofcurrentlegislationwithintheircompetence;

26)Privatisationofadwellingfromthepublichousingstockoradwellingrentedbyalocalexecutivebodyinaprivatehousingstock;

27)Organizationoftheworkofthedistricthousingcommission,ensuringtimelyandreliablesubmissionofdocumentsforthemeetingofthecommission;

28)Controlovertheobservanceoftheprocedurefortheuse,maintenance,operationandrepairofthecommonpropertyoftheownersofpremisesinanapartmentbuildingandadjacentterritories;

29)Controloverthepresenceinresidentialbuildings(residentialpremises)ofcommondevicesforregulating,controllingandaccountingforheat,energy,gasandwaterresources;

30)Controlovertherationaluseoffuelandenergyresourcesandwaterinthehousingstockandcommonpropertyoftheownersofpremises(apartments)inanapartmentbuilding;

31)Controlovertheimplementationofthedecisionstakenandinstructionsfortheeliminationofidentifiedviolations;

32)Statecontroloverthequalityofworkcarriedoutoncertaintypesofcapitalrepairsofthecommonpropertyofthecondominiumobject;

33)Thetaskofthehousinginspectionatsocialinfrastructurefacilitieswithintheboundariesoflocalitiesis:

-statecontrolintheareasofhousingstockmanagement,gasandgassupply;

-statesupervisioninthefieldofindustrialsafetyovercompliancewiththerequirementsforthesafeoperationofhazardoustechnicaldevices.

34)Themainfunctionofthehousinginspectorateisstatecontroloverthesubjectsofcontrolwithintheboundariesofsettlementsonsocialinfrastructurefacilitiesintheareasofhousingmanagement,gasandgassupply,aswellasstatesupervisionoverthesubjectsofsupervisionwithintheboundariesofsettlementsonsocialinfrastructurefacilitiesinthefieldofindustrialsafetyforcompliancewiththerequirementsforthesafeoperationofhazardoustechnicaldevices.

35)Themainpowersofthehousinginspectorateare:

-organizationofthestatetechnicalinspectionofthecommonpropertyofanapartmentbuilding;

-determinationofthelist,periodsandorderofmajorrepairsofthecommonpropertyofthecondominiumobject;

-approvalofthecostestimateformajorrepairsofthecommonpropertyofthecondominiumobject;

-participationinthecommissionsfortheacceptanceofcompletedworksonmajorrepairsofthecommonpropertyofthecondominiumobject;

-makingmandatoryorders(representations)toeliminateviolationsinaccordancewiththeLawoftheRepublicofKazakhstan"OnHousingRelations"andtherulesformaintainingthecommonpropertyofthecondominiumobject,approvedbyOrderoftheMinisterofNationalEconomyoftheRepublicofKazakhstandatedFebruary19,2015No.108.(registeredintheRegisterofStateRegistrationofRegulatoryLegalActsunderNo.10528,publishedonApril23,2015intheinformationandlegalsystem"Adilet")

-checkingtheavailabilityofareportonthemanagementofthecondominiumobjectandthemaintenanceofthecommonpropertyofthecondominiumobjectwhencontactingtheownersofapartments,non-residentialpremises.

36)TheHousingInspectorate,inaccordancewiththepowersassignedtoit,performsthefollowingfunctionsofstatecontrolover:

-compliancewiththeprocedureforchoosingtheformofmanagementofthecondominiumobjectbytheownersofapartments,non-residentialpremises,openingcurrentandsavingsaccounts;

-compliancewiththeprocedurefortheuse,maintenance,operationandrepairofthecommonpropertyoftheownersofapartments,non-residentialpremisesintheobjectandtheterritoriesadjacenttotheapartmentbuilding;

-thepresenceinmulti-apartmentresidentialbuildings(residentialbuildings)ofcommunalmeteringdevicesforheat,energy,gasandwaterresources;

-thetechnicalconditionofthecommonpropertyofthecondominiumobjectanditsengineeringequipment,timelyperformanceofworksonitsmaintenanceandrepairinaccordancewiththecurrentregulatory,technicalandprojectdocumentsinthefieldofconstructionandhousingandcommunalservices;

-implementationofmeasurestoprepareanapartmentbuildingforseasonaloperation;

-implementationoftheadopteddecisionsandinstructionstoeliminatetheidentifiedviolations;

-holdingacompetitiontodeterminethedesignorganizationandproductionofdesignandestimatedocumentationformajorrepairsofthecommonpropertyofthecondominiumobjectattheexpenseofthelocalbudget;

-thequalityofworkperformedoncertaintypesofmajorrepairsofthecommonpropertyofthecondominiumobject;

-compliancewiththerequirementsofsafeoperationofhouseholdcylindersandobjectsofgassupplysystemsforhouseholdandmunicipalconsumerswithintheboundariesofthelocality.

37)TheHousingInspectorate,inaccordancewithitspowers,exercisesstatesupervisionoverthesafeoperationofdangeroustechnicaldevices,namely,steamandhotwaterboilersoperatingatapressureofmorethan0.07megaPascalsand(or)atawaterheatingtemperatureofmorethan115degreesCelsius(heatsupplyorganizations),vesselsoperatingatapressureofmorethan0.07megaPascals,liftingmechanisms,escalators,cablecars,funiculars,elevatorsatsocialinfrastructurefacilities.

38)TheHousingInspectoratecarriesoutregistrationandde-registrationofdangeroustechnicaldevicesofsocialinfrastructurefacilities.

39)TheHousingInspectorate,whenexercisingstatecontrolwithinthebordersofsettlementsonsocialinfrastructurefacilitiesintheareasofhousingstockmanagement,gasandgassupply,aswellasstatesupervisionoverthesubjectsofsupervisionwithinthebordersofsettlementsonsocialinfrastructurefacilitiesinthefieldofindustrialsafetyforcompliancewiththerequirementsforthesafeoperationofdangeroustechnicaldevices,ensurestransparencyofitsactivitiesbypostingontheInternetresourceofthelocalexecutivebody:

-informationabouttheobjectsandsubjectsofstatecontrolandstatesupervision;

-abouttheinspectionschedulesandtheirresults;
