State institution «Department of land relations of Kaztalovsky district of West Kazakhstan region»

The mission of the state institution "Department of land relations of Kaztalovsky district in West Kazakhstan region":

1) high quality and timely analytical support and legal support of activities of the Executive authority of Kaztal district in West Kazakhstan region in the sphere of land relations;

2) implementation of the state policy in the field of information support, provision of public services.

Tasks:

The main task of the state institution "Department of land relations of Kaztalovsky district of West Kazakhstan region" is the implementation of state policy in the field of land relations.

Functions:

1) identification of ownerless land plots and organization of work on their registration;

2) preparation of proposals and draft decisions of the local Executive body of the district on granting land plots and changing their purpose;

3) preparation of proposals and draft decisions of the district Executive body on the provision of land plots for the purposes of subsurface use related to the state geological study of subsurface resources and exploration;

4) preparation of proposals for compulsory alienation of land plots for state needs;

5) determining the divisibility and indivisibility of land plots;

6) approval of the cadastral (estimated) value of specific land plots sold to private ownership by the state;

7) organization of land management and approval of land management projects for the formation of land plots;

8) organization of development of land zoning projects, projects and schemes for the rational use of district land;

9) organization of development of projects of land and economic arrangement of territories of localities;

10) organization of land auctions (contests, auctions);

11) conducting an expert examination of projects and schemes of regional significance that affect the use and protection of land;

12) drawing up the district land balance;

13) keeping records of land owners and land users, as well as other subjects of land relations;

14) issuance of passports for agricultural land plots;

15) conclusion of purchase and sale agreements and lease agreements for land plots and temporary gratuitous land use and monitoring the implementation of the terms of the concluded agreements;

16) preparation of proposals for issuing permits by the local Executive body of the district for the use of land plots for survey work;

17) preparation of proposals on transfer of agricultural land from one type to another;

18) identification of lands, unused or used in violation of the legislation of the Republic of Kazakhstan;

19) preparation of proposals on reservation of lands;

20) approval of the cadastral plan;

21) the composition of the land Commission, development of regulations and direction for approval to the appropriate local representative body;

22) timely and correct implementation by land owners and land users of a complex of organizational and economic, agrotechnical, hydrotechnical and anti-erosion measures to restore and preserve the soil fertility of land;

23) timely and high-quality implementation of measures to improve land, prevent and eliminate the consequences of soil erosion, salinization, waterlogging, flooding, desertification, desiccation, over-compaction, clutter pollution and other processes that cause land degradation;

24) execution of land management projects for the use and protection of land;
