General information about the department

The state institution «Department of Construction, Architecture and Urban Planning of the city of Kapshagai» (hereinafter - the Department) is a state body of the Republic of Kazakhstan that provides leadership in the field of construction, architecture and urban planning in the city of Kapshagai and Kapshagai region.

The Department has no departments.

The Department carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as the current Regulations.

The Department is a legal entity in the organizational and legal form of a state institution, has seals and stamps with its name in the state language, forms of the established sample, in accordance with the legislation of the Republic of Kazakhstan accounts in the treasury bodies.

The Department enters into civil law relations on its own behalf.

The Department has the right to act as a party to civil law relations on behalf of the State, if it is authorized to do so in accordance with the legislation.

The Department on issues of its competence, in accordance with the procedure established by the legislature, makes decisions drawn up by orders of the head of the Department and other acts provided for by the legislation of the Republic of Kazakhstan.

The structure and staffing limit of the Department are approved in accordance with the current legislation.

Mission, main tasks, functions of the Department

Mission of the Department: implementation of construction, architectural and urban development activities in the city of Kapshagai and Kapshagai region.

Tasks:

1) formation of a full-fledged habitat and human activity, sustainable development of settlements in the district;

2) implementation of state policy in the field of construction, architecture and urban planning in the city of Kapshagai and Kapshagai region;

3) implementation of activities in urban planning, organization and development of the territory of the district and settlements.

4) development of annual and prospective programs for the design, construction, reconstruction of district and rural facilities in accordance with budget programs for housing construction;

5) organization and coordination of works on design, construction, reconstruction and facilities of engineering infrastructure, education, housing construction.

6) other tasks provided for by the current legislation of the Republic of Kazakhstan.

Functions:

1) coordination of activities for the implementation of the integrated urban planning scheme of the district territory approved in accordance with the procedure established by law (district planning project), master plans of rural settlements;

2) implementation of urban development projects developed for the development of approved master plans (schemes of territorial development) of settlements;

3) coordination of working and draft projects of construction, reconstruction (redevelopment, re-equipment) facilities (complexes);

4) organization of the development of schemes of urban development of the territory of the district, as well as draft master plans of rural settlements;

5) provision of public services in the field of construction, architecture and urban planning in accordance with the requirements of the current legislation of the Republic of Kazakhstan and other regulatory acts.

6) implementation of decisions on the engineering preparation of the territory, landscaping and landscaping, conservation of the construction of unfinished objects, carrying out a complex of works on the postulation of objects of regional significance;

7) submission of information in accordance with the established procedure for entering into the database of the state urban planning cadastre;

8) monitoring of facilities and complexes under construction (planned for construction) in accordance with the procedure established by the Government of the Republic of Kazakhstan;

9) informing the population about the planned development of the territory or other urban planning changes;

10) exercise in the interests of local public administration of other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

11) ensuring the implementation of state programs;

12) ensuring the implementation of public procurement (design, construction, reconstruction, facilities carried out at the expense of the local and republican budget or with its participation);

13) monitoring the progress of construction, design, reconstruction of facilities under construction at the expense of the local and republican budgets, the implementation of transfers from the regional, republican budgets;

14) making decisions on the design or construction (expansion, technical re-equipment, modernization, reconstruction) of buildings, structures, engineering communications, as well as on the engineering preparation of the territory, landscaping and landscaping, conservation of construction sites (objects), carrying out a complex of works on the postutilization of objects of local importance;

15) organization and participation in the acceptance of facilities for operation;

16) implementation of other functions provided for by the current legislation of the Republic of Kazakhstan.
