Tasks and powers of the state body

Tasks:
1) implementation of state policy in the field of construction, architecture and urban planning in the district;
2) implementation of activities in urban planning, organization and development of the territories of the district and settlements.
3) providing residents of the district with objects of education, healthcare, culture and sports, utilities, housing in accordance with budget programs;
4) organization and coordination of works on construction, reconstruction and overhaul of engineering infrastructure facilities;
5) participation in the development of programs for the socio-economic development of the district, as well as in the development of programs to expand and improve services in the field of construction, architecture and urban planning;
6) timely consideration of citizens' appeals, elimination of the reasons for their presence, adoption of measures, decision;
7) other purposes provided for by the current legislation of the Republic of Kazakhstan.
Powers:
Rights:
1) submit proposals for the consideration of the akim of the district and the district maslikhat to address issues related to the competence of the Department;
2) to request and receive, in accordance with the procedure established by law, the information necessary in their activities from state agencies and other organizations;
3) to make proposals for the suspension and cancellation of decisions of local executive bodies that contradict regulatory legal acts and other state standards in the field of construction, architecture and urban development;
4) within its competence to make decisions on individual technical issues of design and construction (reconstruction) of facilities;
5) make decisions on taking measures against violators of state regulatory requirements, conditions and restrictions established by legislation in the field of construction activity;
6) exercise other rights within its competence, in accordance with the current legislation of the Republic of Kazakhstan.
Responsibilities:
1) implementation of state policy in the field of construction, architecture and urban planning in the district;
2) implementation of activities in urban planning, organization and development of the territories of the district and settlements.
3) make decisions on taking measures against violators of state regulatory requirements, conditions and restrictions established by legislation in the field of construction activity;
4) providing practical assistance to district budget organizations and institutions, offices of akims of rural districts, on construction issues;
5) participation in the development of schemes and mechanisms for financing housing construction loans, consistent solution of housing supply problems, full formation and development of the housing market;
6) execution of construction works carried out at the expense of the state;
7) ensuring timely and high-quality execution of construction works in the area;
8) preparation of primary documents for project work;
9) ensuring timely financing of construction projects;
10) participation in the development of a set of measures to prevent and eliminate the consequences of emergency situations in terms of restoration or demolition of damaged buildings.
11) in accordance with the procedure established by law, consider the appeals of individuals and legal entities;
12) consideration in accordance with the procedure established by law of public services provided in the department;
13) to carry out other duties within its competence in accordance with the legislation of the Republic of Kazakhstan.
Functions:
1) ensuring the implementation of state programs;
2) coordination of activities for the implementation, approved in accordance with the procedure established by law, of a comprehensive urban planning scheme for the territory of the district (district planning project), master plans of rural settlements;
3) implementation of urban development projects developed for the development of approved master plans (schemes of territorial development) of settlements;
4) organization of the development of schemes of urban development of the territory of the district, as well as draft master plans of rural settlements;
5) provision of information and (or) information in accordance with the established procedure for entering into the database of the state urban planning cadastre;
6) monitoring of facilities and complexes under construction (planned for construction) in accordance with the procedure established by law;
7) informing the population about the planned development or other urban planning changes;
8) ensuring the implementation of public procurement (design, construction, reconstruction, overhaul of facilities carried out at the expense of the local budget or with its participation);
9) monitoring the progress of construction, reconstruction of facilities under construction at the expense of the local budget, transfers from the regional budget;
10) study and submission of proposals for the construction, expansion, technical re-equipment, modernization of reconstruction, renovation and overhaul of buildings and structures, as well as landscaping and landscaping, engineering communications, conservation of construction of unfinished objects, a complex of works on the postutilization of objects, financing of which is carried out through the regional and district budget, or with its participation.
11) monitoring the development and implementation of targeted investment programs for the development of the construction complex of the district and the implementation of urban development projects in the light of approved master plans implemented at the expense of the regional and district budget, or with its participation.
12) protection of the internal market of design and construction products, the formation of conditions that stimulate the improvement of quality and competitive design and construction products produced within the district.
13) organization and participation in the acceptance of objects into operation by acceptance commissions;
14) implementation of other functions provided for by the current legislation of the Republic of Kazakhstan.
