Organization of accounting for the financial and administrative activities of the Apparatus of the Akim of the Region.
Implementation of state procurement of goods, works, and services necessary for the activities of the Apparatus of the Akim of the Region.- Rights and Responsibilities:
In order to carry out its main tasks and functions, the Department, within its competence, has the right to:
- Request from the structural subdivisions of the Apparatus of the Akim of the Region documents and information necessary for fulfilling its responsibilities;
- Request and receive, in the prescribed manner, from regional departments and other state bodies documents and materials related to issues under the Department’s consideration;
- Submit proposals to the Head and Deputy Heads regarding the organization and implementation of tasks within the Department’s competence;
- Require heads of subordinate organizations to take measures to ensure the safety of property and the organization of accounting in accordance with the legislation of the Republic of Kazakhstan;
- Participate in discussions on issues within its competence;
- Exercise other rights in accordance with the current legislation of the Republic of Kazakhstan.
In performing their duties, Department employees must comply with the requirements of the current legislation and internal regulations.
Functions:
- Conducting the activities of the Apparatus of the Akim of the Region in matters of financial and administrative support of the Akim and the Apparatus within its competence;
- Budget planning for the activities of the Apparatus of the Akim of the Region, preparing budget drafts and expenditure estimates, and exercising control over their execution; financial support of the Apparatus’s activities;
- Maintaining accounting records of operations related to the activities of the Akim and the Apparatus, including maintenance of buildings, garage operations, telecommunications, technical services, support of information systems, equipment, fixed assets, inventory, and providing the Akim’s Apparatus with vehicles;
- Assuming financial obligations within the amounts approved in individual and planned financing for the corresponding fiscal year, as well as baseline expenditures for the second and third years of the planning period;
- Controlling the proper, effective, and targeted use of funds in accordance with individual financing plans, taking into account officially approved changes;
- Strict adherence to financial discipline, staff discipline, and careful and economical use of budgetary funds;
- Ensuring correct calculation and timely payment of salaries and other monetary payments, and timely transfer of taxes and mandatory payments to the budget;
- Exercising control over the safety of assets, inventories, and other material values of the Apparatus;
- Preparing consolidated financial reports and submitting them in the prescribed manner to the relevant authorities;
- Participating in inventorying cash, settlements, and material assets on the Apparatus’s balance, ensuring timely and accurate recording of inventory results;
- Controlling the safety of long-term assets and other material values at their storage and use locations;
- Providing employees of the Apparatus with material resources necessary for their activities;
- Storing primary documents, accounting registers on paper and electronic media, reports, software, calculations, and other documents, and transferring them to the archive in accordance with the legislation of the Republic of Kazakhstan;
- Developing and approving the annual state procurement plan, including amendments and additions;
- Organizing and conducting state procurement of goods, works, and services within the established deadlines in accordance with the current legislation;
- Preparing and signing contracts for the supply of goods, works, and services according to completed tender procedures within the established deadlines;
- Monitoring compliance with contracts related to state procurement.
- Rights and Responsibilities:
