Electric Power Development Department

Department of electric power development (hereinafter – the Department) is a structural division of the Ministry of Energy of the Republic of Kazakhstan (hereinafter – the Ministry).

The Department consists of:

1) Monitoring and handling requests division;

2) Investments to power generation division;

3) Electric power development and integration division;

4) Management of budget projects in the electric power industry division.

The Department participates in the formation and implementation of state policy in the fields of electric power, heat supply, in terms of heat and power plants and boilers that produce heat in the district heating zone (except for autonomous boilers).

- ensures the implementation of state policy in the areas of electric power, heat supply, in terms of heat and power plants and boilers that produce heat in the district heating zone (except for autonomous boilers);

- implements the state policy on international cooperation in the fields of electric power, heat supply, in terms of heat and power plants and boilers that produce heat in the district heating zone (except for autonomous boilers);

- fulfills regulatory legal acts, strategic and program documents, achievement of goals and objectives in the electric power industry and regulated areas.

Ensures the development of the fuel and energy complex.

- provides support and administration of state budget programs for the electric power industry, as well as in the field of heat supply, in terms of heat and power plants and boilers that produce heat in the district heating zone (except for autonomous boilers);

- ensures the organization of social partnership between trade unions and the Ministry on social partnership in the electric power industry;

- provides measures for the implementation and monitoring of investment projects in the fields of electricity and heat supply, in terms of heat and power plants and boilers that produce heat in the district heating zone (except for autonomous boilers), the conclusion of Agreements with the akimats of regions, Astana and Almaty on the results of targeted transfers and monitoring their implementation.

Provides implementation and control over the execution (development) of laws, regulations and other tasks.

- carries out within its competence consideration of appeals from individuals and legal entities and state regulation in the field of consumer protection in the provision of public services;

- performs internal control over the Department's activities in order to improve the quality and productivity of the Ministry's work.
