Urdzhar rural district

Main functions and activities of the apparatus:

Promotes the implementation of the citizens and legal persons provisions of the Constitution of the Republic of Kazakhstan, laws, acts of the President and the Government of the Republic of Kazakhstan, normative legal acts of Central and local public authorities; considers appeals, statements, complaints from citizens, take measures to protect the rights and freedoms of citizens; promotes the collection of taxes and other obligatory payments to the budget; develop and submit to the superior city administration for approval by the relevant maslikhat of the budget program administrator who acts akim; when developing a budget program, the administrator of which is the office of the mayor, submits for discussion at the meeting of the local community proposals for financing issues of local significance in the areas provided for in the budget of the district (city of regional significance) in accordance with the budget legislation of the Republic of Kazakhstan; within its competence, regulates land relations; ensures the preservation of municipal housing stock of the city of district significance, settlement, village, rural district, and the construction, reconstruction, repair and maintenance of roads in the cities of regional value, settlements, villages, rural districts; contributes to the organization of a peasant or farm enterprise development; within its competence, organizes and ensures the implementation of legislation of the Republic of Kazakhstan on issues of military duty and military service, mobilization training and mobilization, as well as in the field of civil protection; organizes registration of civil status acts in accordance with the legislation of the Republic of Kazakhstan; organizes notarial actions, registration of civil status acts in accordance with the legislation of the Republic of Kazakhstan; where there are no employment agencies, marks the unemployed in accordance with the legislation of the Republic of Kazakhstan; organizes work on the preservation of historical and cultural heritage; identifies needy persons, contributes to the higher authorities of proposals on employment, the provision of social assistance, arrange for service lonely elderly and disabled citizens at home, coordinates the provision of charity care; organizes together with public associations of the disabled cultural and educational events; coordinates the provision of charitable and social assistance to the disabled; coordinates the provision of charitable assistance to socially vulnerable segments of the population; contributes to the staffing of rural health care organizations;assists in the allocation of housing to mothers, awarded suspension "Altyn Alka"; organizes the implementation of public works by persons condemned to this punishment in the manner determined by the authorized body in the sphere of criminal and Executive activities;assists in the development of local social infrastructure; organizes public transport; in case of need of emergency medical assistance organizes the transportation of patients to the nearest health organization, rendering medical aid; interacts with local self-government bodies; performs economic accounting; participates in the sessions of the maslikhat of the city, district (city of regional significance) when approving (clarifying) the local budget; ensures the activities of organizations of preschool education and training, cultural institutions, with the exception of cultural institutions located in the city of Republican significance, the capital, cities of regional significance; organizes within its competence water supply of localities and regulates water use; organizes improvement works, lighting, landscaping and sanitary cleaning of settlements; arranges burial of homeless and social work contents in proper condition cemeteries and other burial places; maintains a register of non-professional mediators; creates infrastructure for the sports individuals in the community and in their places of mass rest; provide the district municipal property transferred to management for property hire (lease) to individuals and non-state legal entities without the right of subsequent redemption;determine priority areas of activity and mandatory amounts of works (services) financed from the budget of the transferred municipal state enterprises; ensure the safety of the transferred municipal property; perform management of the transferred district municipal legal entities; coordinate the annual financial statements of the transferred district municipal state enterprise, approved by the decision of the local Executive body; set prices for goods (works, services) produced and sold by the transferred municipal state enterprises; approve individual plans for financing transferred district municipal state institutions from the local budget; form revenue sources;ensure the opening of a control cash account of local government in the Central authorized body for budget execution, intended for crediting money sent by mayors for the implementation of local government functions; accept employees under an employment contract at the expense of saving budget funds and (or) receipts provided for by the legislation of the Republic of Kazakhstan on local government and self-government; approve the plan of receipts and expenditures of local government money after approval by the Assembly of the local community; draw up and approve a consolidated plan of receipts and expenditures of money from the sale of goods (works, services) remaining at their disposal by state institutions, in accordance with the budget legislation of the Republic of Kazakhstan;to conduct an inventory of the housing stock of the city of district significance, settlement, village, rural district; organized in coordination with the akim of the district (city of regional significance) and a collection of local community, the demolition of dilapidated housing city of district significance, settlement, village, rural district; provide assistance to micro-credit rural population in the programme documents of state planning system. By the legislation of the Republic of Kazakhstan, the mayor of a district in a city, a city of district significance, a settlement, a village, or a rural district may be responsible for resolving other issues.
