General Provisions
The Defense Planning Department (hereinafter referred to as the Department) is a structural subdivision of the State Institution "Department for Mobilization Preparation, Territorial and Civil Defense of the Abai Region" (hereinafter referred to as the Administration).
In carrying out its activities, the Department shall be governed by the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, the acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, and these Regulations.
The organizational structure and staffing of the Department shall be approved by the authorized official in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
Main Tasks, Functions, Rights and Responsibilities of the Department
Main Tasks
2. The main tasks of the Department within its area of competence shall be as follows:
To ensure the implementation of the legislative and regulatory legal acts of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the acts of the Akim of the Abai Region, and the authorized central executive body in the fields of defense planning and protection of state secrets.
To implement the state policy of the Republic of Kazakhstan in the field of defense planning.
Functions of the Department
Within the field of defense and national military security, the Department shall perform the following functions:
To organize, coordinate and monitor, in peacetime, defense planning activities carried out by the akimats of cities and districts and, through them, by organizations located within the territory of the Abai Region.
To prepare draft resolutions and orders of the Akim of the Region concerning the organization of territorial defense planning.
To develop territorial defense planning plans for defense zones and combat orders for the forces and assets participating in territorial defense.
To develop proposals on the establishment and formation of reserve military units within the framework of defense planning.
To coordinate with the Headquarters of the East Regional Command the authorized strength and the procedures for equipping reserve battalions and defense planning battalions with weapons and military equipment.
To prepare proposals for submission to the Government of the Republic of Kazakhstan regarding the provision of reserve battalions and defense planning battalions with motor vehicles and specialized equipment supplied by business entities, and the establishment of the necessary reserves of food, clothing, medical supplies and other logistical resources.
To prepare proposals on the allocation of funds from the local budget for the maintenance of the command bodies of reserve battalions and defense planning battalions responsible for ensuring proper staffing with personnel, military equipment and logistical support.
To submit, upon coordination with the Ministry of Internal Affairs of the Republic of Kazakhstan, for approval by the Government of the Republic of Kazakhstan the List of Important Facilities and Communications subject to mandatory protection and defense during a special period.
To participate in the organization of the registration and preparation of mobilization resources assigned to defense planning formations.
To submit prescribed reports, analytical reports and information on mobilization preparedness and defense planning to higher authorities.
To coordinate and supervise the activities of the Municipal State Institution "Mobilization Preparation and Mobilization Service" under the State Institution "Department for Mobilization Preparation, Territorial and Civil Defense of the Abai Region."
To analyze international threats.
To develop the Action Plan of the Akimat of the Region in the event of escalating military threats to the Republic of Kazakhstan, during martial law and wartime, together with the documents required for its implementation.
To develop and monitor the implementation of the documents comprising the Action Plan of the Akimat of the Region in the event of escalating military threats to the Republic of Kazakhstan, during martial law and wartime, including:
the Territorial Defense Plan of the Region;
the Operational Engineering Plan for the Territory of the Region.
To participate in the development and approval of the Civil Defense Plan of the Region.
To develop and monitor the implementation of the Action Plan for Ensuring the Martial Law Regime within the territory of the Region.
To develop and approve the List of Municipal Important Facilities and Communications subject to mandatory protection and defense during mobilization, martial law and wartime.
To develop and approve the Regulations on the Regional Defense Council.
To prepare proposals to the Akim concerning the composition of the Regional Defense Council.
To organize training sessions, methodological instruction and exercises for members of the Regional Defense Council.
To participate in planning and implementing operational engineering measures within administrative-territorial units in the interests of national defense.
To monitor the continuous operational readiness of the forces and assets of the Civil Protection Management Subsystem.
To monitor the installation and deployment of public warning and notification systems.
To organize activities for educating and informing the public and organizations on civil protection measures.
To organize the planning and implementation of measures ensuring the sustainable functioning of economic sectors and organizations during martial law and wartime.
To organize the planning of evacuation measures, including the evacuation of the population, historical and cultural property, and other material assets.
To participate in the establishment of reserves of logistical resources in accordance with wartime staffing standards for territorial defense and civil defense units.
To ensure the safekeeping of weapons, military equipment and other property of territorial troops while stored at warehouses provided by local executive bodies.
To organize military training assemblies for persons liable for military service assigned to territorial troop units.
During events organized by the Akimat, to arrange accommodation, catering, bath and laundry services for military personnel serving in the territorial troops and for reservists called up for military training.
To monitor the readiness of territorial defense and civil defense military units for mobilization deployment and transition to higher levels of combat readiness.
To participate in activities related to the establishment of voluntary self-defense and civil protection formations and the assignment of territorial defense and civil protection tasks thereto.
To prepare proposals for decisions of the Akim regarding the employment of territorial defense and civil defense military units (forces) in peacetime.
To participate in meetings of the regional Akimat and the akimats of cities and districts on issues related to territorial defense and civil defense.
To prepare draft orders of the Akim addressed to territorial defense forces, voluntary self-defense and civil protection formations, as well as organizations participating in territorial defense and civil protection, and to organize coordination and command and control.
To prepare proposals for decisions of the Akim on the release of operational reserve material assets for defense needs and in response to crisis and emergency situations.
To organize the establishment, maintenance and operational readiness of alternate (urban and suburban), auxiliary and mobile command posts of the Akimat.
To monitor the operational readiness of civil defense protective structures within the territory of the Region.
To participate in the accumulation, timely renewal and readiness verification of personal protective equipment for the population and other civil defense property.
To monitor the activities of organizations related to the establishment and preservation of the insurance fund of technical documentation for weapons and military equipment, essential civilian products, as well as design documentation for high-risk facilities, life-support systems and facilities constituting the national heritage.
To monitor the restoration of disrupted civil protection command, warning and communication systems.
To coordinate the activities of territorial subdivisions of central government agencies, special state bodies, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, as well as organizations regardless of their ownership or departmental affiliation, in matters of defense and military security within the territory of the Region.
To prepare and submit information to the General Staff of the Armed Forces of the Republic of Kazakhstan on defense activities, military security and the state of territorial defense.
To ensure inspections and preventive supervision carried out by the authorized body in the field of territorial defense.
To plan the financing required for defense-related activities of the Akimat of the Region.
To organize military-economic exercises and command-and-staff exercises within the territory of the Region, including cities of regional and district significance.
To perform, within the scope of the Administration's authority, other functions assigned to local executive bodies under the legislation of the Republic of Kazakhstan.
