    National Fund for Children: $62.7 million allocated to improve housing conditions and pay for education

    From February 1, 2024, to July 1, 2026, 333,809 applications for a total of approximately $62.71 million were processed. Funds were transferred to authorized operators for subsequent deposit into applicants' bank accounts. Among the processed applications, housing improvements were the most numerous: 216,060 applications for over $41.01 million. Education funding received 117,749 applications for $21.69 million. As a reminder, recipients of targeted savings (TS) have the right to use the entire amount or a portion of it. Any unclaimed funds remain in the targeted savings account (TSA) for 10 years. After this period, the unused balance is transferred to the recipient's individual pension savings account to account for voluntary pension contributions. The most popular housing improvement program was replenishing housing construction savings for further accumulation (211,474 applications completed, totaling approximately $40.25 million). Funds were also used as down payments for mortgage loans to purchase housing (1,583 applications, totaling $269,480), and for the purpose of acquiring housing through civil law transactions (final settlements), totaling 1,081 applications, totaling $177,790. Within the scope of the CTD program for education, the largest amount of funds was allocated to pay for educational services at educational institutions located in the Republic of Kazakhstan, either in installments (for each academic period or academic year) or in full (for the entire term of study) (108,782 applications, totaling approximately $20.36 million, were completed). Children under 18 receive annual payments from the National Fund as targeted benefits. According to law, the amounts accrued to young Kazakhstanis remain part of the National Fund's assets and continue to be invested. Through continued investment, each child's targeted benefit amount increases annually through the investment income received. As a result, thetotal accumulated target requirement (including the annually accrued investment income) for a child participating in the program: - three years, $370.56; - two years, $263.93; - one year, $130.71. Parents and other legal representatives can check the child's under 18 participation in the program using their child's IIN on the website kids.enpf.kz, in their personal account on the eGov.kz e-government portal, and in the eGov Mobile and select second-tier bank mobile apps.     UAPF has introduced a new service for its contributors in digital format

    UAPF JSC continues to create new digital services for its contributors. Since the beginning of the year, a new digital service of Push notifications with key information about events in the history of savings of each contributor and recipient has been successfully implemented. At the moment, along with the previously introduced sending of messages about the receipt of pension contributions, sending of notifications on the following significant events has been implemented: - joining the funded pension system, i.e. opening an individual pension savings account; - reaching 18 years of age; - reaching retirement age and, accordingly, obtaining the right to pension benefits through compulsory pension contributions; - obtaining the right to pension payments through voluntary pension contributions (VPC); - obtaining the right to pension payments through compulsory occupational pension contributions (COPC); - monitoring the implementation of the Personal Pension Savings Plan; - the onset of a birthday (congratulations). Push notifications are short messages sent to the Fund's contributors via the БЖЗҚ /ЕНПФ mobile application and personal account on the enpf.kz website The proposed services were developed by UAPF specialists based on a study of contributors' preferences and the most popular pension services. A large volume of data is analyzed and processed using our own analytical system (ACRM), recipients are selected, and Push notifications are generated and sent. Since the beginning of the year, about 223 thousand UAPF contributors have received notifications on significant events. To receive notifications, contributors must subscribe to the mailing list via the БЖЗҚ /ЕНПФ mobile application or personal account on the enpf.kz website in the "Push notifications" section. Throughout its activities, UAPF JSC strives to improve the quality of service to its contributors and is constantly expanding the range of services provided in digital format. Today, more than 90% of pension services are provided by UAPF in an online format.     For 12 months of implementation of the National Fund for Children program UAPF transferred 6.30 million US dollars to young Kazakhstanis

    As of February 1, 2025, during the 12 months of implementation of the National Fund for Children program, UAPF JSC executed (transferred to authorized operators for crediting to the bank accounts of applicants) 62,697 applications worth about 6.30 million US dollars. Of these, 36,119 applications totaling over 3.63 million US dollars were executed for the purpose of improving housing conditions, and 26,578 applications totaling approximately 2.67 million US dollars were executed for paying for education. Let us remind you that the recipient of target savings has the right to use the entire amount or part of it, the remainder of the unused amount remains in the target savings account (TSA). In the context of improving housing conditions, Kazakhstanis most often used funds to replenish a deposit in housing construction savings for further accumulation (35,113 applications were completed for a total of approximately 3.53 million US dollars), make a down payment to obtain a mortgage loan for the purchase of housing - 304 applications for a total of approximately 30.27 thousand US dollars, and purchase housing as property through civil law transactions (final settlement) - 295 applications for a total of approximately 29.60 thousand US dollars. In terms of education fees, the most popular sub-goals were: payment for educational services of educational organizations located in the Republic of Kazakhstan, in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (22,435 applications were completed for a total of 2.25 million US dollars), replenishment of an educational savings deposit under an agreement on an educational savings deposit (3,133 applications were completed for a total of about 314.86 thousand US dollars), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (880 applications were completed for a total of 88.47 thousand US dollars).. The total number of participants in the National Fund for Children program (as of the end of December 31, 2024) was 6,921,035 children. Of these, 324,430 participants will turn 18 in 2025. All children were credited with the same amount of $129.38 per child for the reporting year. Children who received their first funds from the National Fund in 2024, with the exception of those born in 2006, were credited with investment income in the amount of $3.04 this year. As a result, the target requirements/target savings of a child who has been participating in the program for 2 years amounted to $232.94.     IPM representatives met at one site and answered contributors' questions

    Pension savings of Kazakhstanis are invested both in the country and abroad on market terms in various financial instruments in different currencies. As a result, investment income consists of various sources: income in the form of remuneration on securities (deposits and other transactions), income in the form of market and currency revaluation of financial instruments, as well as income on assets under external management. This is a widespread global practice. Pension funds around the world are constantly looking for attractive and profitable opportunities to invest and increase the pension capital of contributors. Currently, the National Bank of the Republic of Kazakhstan (NBRK) is engaged in investing pension assets, and since 2021, investment portfolio managers (IPMs). As part of the information and explanatory work among the population, an Open Day on the topic of "Investment strategies of investment portfolio managers (IPM). Consideration of current issues of contributors." was held online in all branches of UAPF JSC. This event was unique. For the first time, representatives of investment management companies, having met on one online platform, had the opportunity to tell everyone interested about their investment policy, share the results of their work and answer current questions from contributors. However, since July 1, 2023, investment opportunities have expanded - UAPF contributors can transfer up to 50% of their savings through compulsory and compulsory occupational pension contributions, as well as 100% of voluntary contributions to trust management of private companies. Having decided to transfer savings to one or more IPMs, the contributor must contact UAPF with an application, which can be submitted through a personal account on the website or in person at any branch of the Fund. The Social Code stipulates that savings can be transferred from one IPM to another or back to the NBRK management no more than once a year. An important point to remember when transferring pension savings to IPM: the state guarantee for the safety of pension savings is provided only for savings managed by the National Bank of the Republic of Kazakhstan. When transferring pension savings under IPM management, the state guarantee is replaced by a guarantee from the management company. It must ensure a return of at least the minimum level of return on assets. This level is calculated based on the weighted average return on pension assets transferred for management to all IPMs operating in the pension asset management market.
