Questions and answers
What are MSHI payments and what are they for?
MSHI deductions and contributions form the funds of the Social Health Insurance Fund, which pays for care provided to insured people under the MSHI package. Regular payments affect a person’s participation in the system and insured status.
What is the difference between deductions and contributions?
Employers pay deductions for employees from their own funds. Employee contributions are withheld from income; individual entrepreneurs, private practitioners and independent payers contribute for themselves, while the state pays for categories specified by law.
Who must pay MSHI and in which situations?
The procedure depends on how income is received. Employers calculate payments for employees, tax agents for individuals working under civil contracts, while individual entrepreneurs and private practitioners pay for themselves. A person with no other basis for participation may pay as an independent payer; the state pays contributions for state-funded categories.
Which laws regulate MSHI payment amounts?
Payers, rates, calculation bases and limits are established by Law of the Republic of Kazakhstan No. 405-V of 16 November 2015 On Mandatory Social Health Insurance. The minimum wage used for certain payments and limits is approved by the republican budget law for the relevant year.
What amount is the payment calculated from?
For employers, employees and individuals under civil contracts, the calculation generally depends on actual monthly income subject to statutory limits. For individual entrepreneurs and independent payers, the calculation base is linked to the minimum wage. It is therefore important to choose the correct category and enter income separately for each month.
How should the calculator result be used?
Use the result for a preliminary check and payment planning. Before paying, confirm the payer category, period, actual income and approved minimum wage. If figures differ, current law, payroll records and official Social Health Insurance Fund data take precedence.
What should I do if a payment is missed or late?
Check the debt separately for each month. An employer or other liable payer must settle arrears and any penalty required by law. To restore eligibility for MSHI care, a person generally needs to pay missed periods covering no more than the 12 months preceding the payment date and then check their status again.
