Ruslan Nurlybaev was born on 08/26/1982, in the Aral region, Kyzylorda region.
In 1999-2003, he graduated from the Kazakh University of Humanities and Law, specializing in law.

01.06.2018 -18.01.2021 the prosecutor of the prosecutor's office of the Aral region worked.
From 18.01 to 22.02.2021, he held the position of prosecutor of the Prosecutor's Office of the Kyzylorda region.
02/22/2021-06/17/2024 the prosecutor of the prosecutor's office of the Aral region worked.
