Was born in July 29, 1970 in Uliyanovka village, Bolshenarymsky district of EK region.
Education: higher, 1993 - East Kazakhstan State University, trained as a teacher of the Kazakh language and literature in a Russian school.
2006 - Central Asian University, Bachelor of Law.
Graduate associate of the Kazakh and Russian Languages Department of the Ust-Kamenogorsk Road Construction Institute;
Leading specialist, chief specialist of the Department of organizational work of the Department under the Agency of the Republic of Kazakhstan on regulation of natural monopolies, protection of competition and support of small business in the East Kazakhstan region;
Chief specialist of the Administrative Department of the Department of Physical Culture and Sports of the East Kazakhstan region;
Chief specialist in personnel management of the Administrative and Financial Department of the Administration of Agriculture of the East Kazakhstan region.
