Biography
Mukhtarkhanov Elzhan Bokembaevich was born on July 5, 1977 in the village of Maralikha, Kurchum district, East Kazakhstan region. Higher education. In 1999 he graduated from the D. Serikbayev East Kazakhstan Technical University, having received the qualification of an engineer for the organization of transportation.
In 2000-2001 he served in the ranks of the Armed Forces of the Republic of Kazakhstan. In 2001-2017 he served in the civil protection and internal affairs bodies.
