Permanent Representative of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO)
General Information, education
Born on March 20, 1988, in Kyzylorda, Kazakhstan.
In 2009, he graduated with honors from L.N. Gumilyov Eurasian National University with a degree in International Relations.
In 2013, he graduated from the Diplomatic Academy in Vienna, Austria.
In 2014, he graduated from the Academy of Public Administration under the President of the Republic of Kazakhstan, specializing in International Relations.
In 2021, he graduated from the École Nationale de l'Aviation Civile (ENAC) in France with a degree in Air Transport Management.
From 2009 to 2019, he held positions as an expert and chief expert at the Civil Aviation Committee of the Ministry of Transport and Communications of the Republic of Kazakhstan.
From October 2019 to January 2023, he headed the Department of Air Transport, International Relations, and Regulation of International Air Services at the Civil Aviation Committee of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
From January 2023 to May 2024, he served as Deputy Chairman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan. From October 2023 to February 2024, he served as Acting Chairman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan.
Since May 16, 2024, he has been serving as Permanent Representative of the Republic of Kazakhstan to ICAO in Montreal, Canada.
In 2010 and 2022, he participated in the 37th and 41st sessions of the ICAO General Assembly in Montreal as a delegate of the Republic of Kazakhstan.
By Presidential Decree of the Republic of Kazakhstan dated December 2, 2021, he was awarded the Certificate of Honor of the Republic of Kazakhstan.
He has the Diplomatic rank of Second-Class Counselor
Fluent in English.
Married, father of three children.
