Born on April 6, 1982 in the East Kazakhstan region.
In 2005 he graduated from ENU named after L.N. Gumilyov, specialty - public administration.
2007-2009 - Academy of Public Administration under the President of the Republic of Kazakhstan, Master of State and Local Government.

He began his career in 2005 as a leading specialist in the Department for the Development of the Defense Complex, Law Enforcement System and State Bodies of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
Since 2009 Until 2013, he worked as chief expert, head of the Office of the Legal and Judicial System, the Office of the Law Enforcement System of the Department of Planning, Analysis and Evaluation of the Implementation of Budget Programs in the Field of Defense, the Law Enforcement System and State Bodies of the Ministry of Finance of the Republic of Kazakhstan.
From April to November 2013 - Deputy Director of the Department for Planning Budget Programs of State Bodies and Improving the Wage System of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
Since 2014 to 2019 - Director of the Budget Department of State Bodies of the Ministry of Finance of the Republic of Kazakhstan.
From 2019 to 2023 - Director of the Budget Planning Department of the Ministry of Finance of the Republic of Kazakhstan.
From 2023 to 2024 - Director of the Department of the Budget of the Social Sphere of the Ministry of Finance of the Republic of Kazakhstan.
From 2024 to the present, he has been working as the Director of the Budget Department of State Bodies of the Ministry of Finance of the Republic of Kazakhstan.
